PURPOSE OF THE POSITION

The Partnerships Advisor will provide strategic leadership to strengthen AGAHE's partnerships, resource mobilization, external engagement, and organizational positioning. The position will lead the development and management of strategic relationships with government institutions, bilateral and multilateral donors, UN agencies, development partners, private sector actors, foundations, academia, and global platforms to unlock new opportunities for collaboration, investment, and organizational growth. 

The Advisor will play a central role in expanding AGAHE's resource mobilization portfolio by identifying and pursuing funding opportunities, cultivating donor and investor relationships, facilitating strategic partnerships, and supporting consortium development and innovative financing initiatives. The role will contribute to AGAHE's long-term sustainability by positioning the organization as a trusted partner for governments, donors, development and private sector partners.

In addition, the Advisor will strengthen AGAHE's visibility, influence, and thought leadership, while supporting strategic engagement with government and sector stakeholders to promote the scaling and institutionalization of successful development approaches. The position will also contribute to evidencebased advocacy and policy engagement that advances organizational and sector priorities.

KEY ROLES AND RESPONSIBILITIES

1. Strategic Partnerships and External Engagement (Lead Function)

• Develop and implement AGAHE's strategic partnership framework to strengthen organizational positioning, influence, growth, and long-term sustainability.

• Establish and maintain high-value relationships with government institutions, donors, UN agencies, development partners, private sector actors, foundations, academia, and global platforms.

• Identify, cultivate, and manage strategic partnerships and collaboration opportunities that advance sustainable development, climate resilience, humanitarian action, and systems strengthening

objectives.

• Lead negotiation and management of partnership arrangements, including MoUs, consortium agreements, strategic alliances, and other collaborative frameworks.

• Manage the partnership pipeline through stakeholder mapping, engagement planning, opportunity tracking, and regular reporting to senior leadership on partnership performance and emerging opportunities.

2. Resource Mobilization and Organizational Growth

• Lead AGAHE's resource mobilization and business development efforts by identifying, pursuing, and securing funding opportunities from donors, foundations, CSR initiatives, climate finance mechanisms, development banks, and other strategic funding sources.

• Conduct donors and market analysis, and opportunity mapping to inform organizational growth strategies and expand AGAHE's funding portfolio.

• Develop and implement engagement strategies for priority donors, investors, and financing partners to strengthen long-term funding relationships.

• Lead the development of high-quality concept notes, proposals, donor pitches, investment cases, and strategic funding submissions in collaboration with technical teams.

• Advance innovative financing approaches, including blended finance, co-investment arrangements, public-private partnerships, and maintain a strategic funding pipeline to support informed decisionmaking by senior leadership.

3. Government Engagement and Institutional Partnerships

• Build and maintain strong working relationships with relevant ministries, departments, authorities, commissions, and local governments.

• Identify opportunities for institutional collaboration between government and development partners.

• Support integration of successful models, approaches, and frameworks into government planning, budgeting, and implementation systems.

• Promote government ownership and sustainability through institutional partnerships and collaborative initiatives.

• Facilitate strategic engagement with planning and development institutions to strengthen public investment in sector priorities.

• Support government-led coordination and collaboration mechanisms at national, provincial and district level.

4. Knowledge Management, Strategic Communications and Evidence

• Lead development of high-quality knowledge products, partnership briefs, investment cases, strategic notes, learning documents, and organizational profiles.

• Translate program evidence and technical achievements into compelling narratives for donors, policymakers, investors, and development partners.

• Support generation and dissemination of evidence that demonstrates impact, scalability, and sustainability.

• Contribute to organizational learning and strategic positioning through evidence-based communications.

5. Representation, Visibility and Thought Leadership

• Represent AGAHE at national and international forums, conferences, technical platforms, donor consultations, working groups, networks, and partnership events.

• Identify opportunities to position AGAHE as a leading national organization in systems strengthening, climate resilience, humanitarian response, and sustainable development.

• Promote visibility of organizational achievements, innovations, evidence, and lessons learned.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education:

• Master's degree in Development Studies, Public Policy, International Relations, Public

Administration, Social Sciences, Environment & Climate Change, or a related field.

• Additional qualifications or professional certifications/training in partnership development, resource mobilization, public-private partnerships (PPP), business development, donor engagement, strategic communications, policy analysis, or systems strengthening will be considered an asset.

Experience:

• Minimum 8-10 years of progressively responsible experience in development, humanitarian, climate resilience, WASH, governance, or related sectors.

• Experience securing institutional funding, developing strategic alliances, consortium building, or facilitating large-scale development partnerships.

• Experience engaging with corporate sector entities, CSR programs, foundations, or innovative financing mechanisms will be considered a strong asset.

• Proven track record of developing and managing partnerships with governments, bilateral and multilateral donors, UN agencies, INGOs, foundations, academic institutions, and private-sector actors.

Excellent communication, presentation, facilitation, and interpersonal skills, with the ability to represent the organization effectively in high-level forums and strategic engagements.

Leadership and Professional Attributes

High integrity, professionalism, diplomacy, and cultural sensitivity, with the ability to build trust and credibility across diverse stakeholders.

Advocacy and Policy Engagement

Good understanding of policy processes, sector coordination mechanisms, and evidence-based advocacy approaches within development and humanitarian contexts. Ability to support policy dialogue, stakeholder engagement, and influence initiatives.
