TERMS OF REFERENCE (TORs)-FEASIBILITY STUDY

1)BACKGROUND

AnINGO working in Pakistanenvisionsa country where children live with agency in safe and empowered communities. As part of its CountryStrategyan INGOproposes to establish a dedicated facility comprising:

In Country CoordinationOffice
Child Focused Community Development Training, Research & Resource Centre

This facility aims to strengthen program implementation, capacity building, research, resource mobilization, and advocacy on childparticipation and empowerment, climate justice, resilience, and women empowerment.To ensure strategic, financial, and operational viability,INGOseeks to commission a feasibility study.

2)OBJECTIVE OF THE ASSIGNMENT

To conduct a comprehensive feasibility study and provide evidence-based recommendations on the establishment, design, operational model, financial sustainability, and risk management of the proposedIn Country CoordinationOffice & Training, Research & Resource Centre.

3)SCOPE OF WORK & KEY TASKS

The consultant/firm will undertake the following:

I.Needs Assessment & Demand Analysis
a)Assess current and projected needs ofINGO, partners,community based in-formal structures, and communities for training, research, and office space.
b)Map existing similar facilities/centers in Islamabadcurrentlybeingoperated,andmanaged by INGOs.
II.Site & Infrastructure Feasibility
a)Evaluate potential locations in Islamabad for accessibility, security, cost, and compliance with child-safe standards.
b)Propose office and center layout: training halls, research library/resource hub, meeting rooms,residential facilities during trainings,office spaceetc.
c)Estimate capital costs: land/building purchase or lease, renovation, furniture, IT, equipment.
III.Operational & Programmatic Feasibility
a)Review proposed objectives for both Office and Centre and recommend refined functions, staffing structure, and governance model.
b)Assess legal/regulatory requirements for registration and operations of a training/research center in Pakistan.
IV.Financial & Sustainability Feasibility
a)Develop 5-year budget: capital + recurrent costs.
b)Analyze revenue streams: fee-based trainings, consultancy, research grants, social enterprises, partnerships, etc.
c)Assess feasibility offunds"Decreasing Dependency onForeign Grants" through local fundraising and income generation.
d)Recommend reserve fund policy and financial management systems.
V.Risk Analysis & Mitigation
a)Identify financial, operational, security, reputational, and compliance risks.
b)Propose mitigation measures and exit strategy.

 

4)DELIVERABLES
I.Inception Report: Methodology, workplan, and tools - within3workingdays of signing contract.
II.Draft Feasibility Study Report: Covering all sections above + preliminary recommendations.
III.Final Feasibility Study ReportalongwiththeExecutive Summary,including:
i)Site recommendations with cost estimates
ii)Operational model and organogram5-year financial projections and sustainability plan
iii)Risk matrix
iv)Annexes: Tools, consultation list, raw data.

 

5)METHODOLOGY:Mixed methods: desk review, site visits, financial modeling, benchmarking, etc. 

 

6)CONSULTANT/FIRMQUALIFICATIONS
i)Minimum 8years’ experiencein feasibility studies, organizational development, or setting up training/research institutions.
ii)Proven experience with INGOs/UN/child focused organizations in Pakistan.
iii)Strong skills in financial modeling, market analysis, and report writing.
iv)Understanding of childsafe-guarding, climate resilience, and gender equality.

Preferred:ExperienceworkingwithINGOs, familiarity with INGO registration in Pakistan, and past work with community-based organizations/in-formal structures.

7) MANAGEMENT & REPORTING

The consultant will report to therepresentative appointedby the INGO. All deliverables must be in English and meetorganizationalquality and child safeguarding standards.

 

8) BUDGET & PAYMENT TERMS

Lump sum fee inclusive of all taxes. Payment schedule: 30% on inception, 40% on draft submission, 30% on final approval.
