Background

The Government of Pakistan, through the Ministry of Climate Change & Environmental Coordination (MoCC&EC), has initiated the development of National WASH Accounts (NWA) to establish a comprehensive framework for tracking financing flows in the Water, Sanitation and Hygiene (WASH) sector. The initiative is being implemented in collaboration with the Pakistan Bureau of Statistics (PBS).

National WASH Accounts will provide a systematic mechanism for measuring and analyzing WASH-related expenditures across public sector institutions, private sector organizations, development partners, households, and other financing entities. The initiative aims to strengthen evidence-based planning, improve financing transparency, support monitoring of Sustainable Development Goal (SDG)-6, identify financing gaps, and facilitate informed policy and investment decisions in the WASH sector.

To effectively coordinate and institutionalize this important national initiative, a dedicated National WASH Accounts Secretariat is being established at the Pakistan Bureau of Statistics (Headquarters), Islamabad with the technical support of WaterAid Pakistan. This position is advertised to provide short term support to the Pakistan Bureau of Statistics in rolling out the first cycle of National WASH Accounts.

Purpose of the Position

Under the supervision of the Chief Statistical Officers, the Information Technology (IT) / System Analyst shall develop, manage and maintain the information technology infrastructure required for the compilation and dissemination of National WASH Accounts.

Key Duties and Responsibilities

The IT / System Analyst shall:

• Design and maintain the National WASH Accounts Management Information System (MIS).
• Develop and manage the National WASH Accounts database.
• Design electronic data collection and online reporting systems.
• Develop automated validation and error detection mechanisms.
• Design dashboards and visualization tools.
• Coordinate database integration with Statistical Officers.
• Maintain digital repositories of reports and metadata.
• Ensure data security, backup and disaster recovery.
• Maintain IT infrastructure and software applications.
• Develop and maintain the National WASH Accounts web portal.
• Provide technical support on databases and statistical software.
• Develop secure data exchange mechanisms where required.
• Prepare technical documentation and user manuals.
• Conduct IT training for Secretariat staff.
• Monitor system performance and recommend improvements.
• Coordinate with the PBS IT Wing and external technical experts.
• Introduce innovative digital solutions for WASH Accounts.
• Maintain confidentiality of official electronic records.
• Prepare periodic IT progress reports.
• Perform any other IT-related assignment entrusted by the Chief Statistical Officers.

Minimum Qualifications

• Bachelor's or Master's Degree (16 years of education) in Computer Science, Information Technology, Software Engineering, Information Systems or related discipline.
• Experience in MIS, database management, web applications and information security.
• Knowledge of SQL databases, dashboard development and data visualization platforms.
