Purpose
The Senior Legal Coordinator provides technical leadership and oversight for the legal assistance component of the project. The position is responsible for supervising legal service delivery, ensuring the quality and consistency of legal interventions, strengthening coordination with relevant legal and justice sector stakeholders, supporting capacity-building initiatives, and ensuring legal activities are implemented in accordance with applicable legislation, organisational policies, protection principles, and donor requirements. The Senior Legal Coordinator serves as the principal technical focal point for legal aspects throughout the project period.

Key Responsibilities
Legal Programme Management
- Lead the planning, coordination, and implementation of legal assistance activities in accordance with approved project plans and organisational standards.
- Provide technical guidance to Lawyers and support quality implementation of legal counselling, legal aid, legal representation, case management, and referral services.
- Review legal strategies, case documentation, legal opinions, and representation approaches to ensure consistency, quality, and compliance with applicable laws and organisational procedures.
- Monitor progress of legal activities and recommend corrective measures to improve quality and efficiency.
- Coordinate complex legal cases requiring senior legal oversight, escalated intervention, or multi-stakeholder engagement across the target locations
Technical Oversight
- Supervise and provide technical support to Lawyers, ensuring adherence to professional legal standards and ethical practice.
- Develop and maintain standard operating procedures, guidance notes, and tools to strengthen legal service delivery.
- Support development of legal awareness materials and technical content for community outreach and capacity-building activities.
- Develop legal information content and key messages for the project's complaint and response helplines and legal counselling services
- Contribute to the development of legal resources, knowledge products, and technical guidance to strengthen project implementation.
Coordination and Partnerships
- Coordinate with Bar Associations, legal practitioners, justice sector institutions, and relevant government departments to facilitate legal service delivery and strengthen referral pathways.
- Support establishment and engagement of the project's pro bono lawyer network.
- Participate in coordination meetings, technical discussions, and stakeholder engagements as delegated.
- Co-facilitate stakeholder workshops with legal, institutional, and protection stakeholders to strengthen coordination, referral pathways, and collaborative legal protection responses
- Maintain effective coordination with Protection Officers and Community Mobilisers to ensure integrated service delivery.
Monitoring, Reporting and Documentation
- Review legal reports, case summaries, and technical documentation prepared by project staff.
- Monitor legal activities against approved work plans and performance indicators.
- Ensure accurate legal records, case files, and supporting documentation are maintained in accordance with organisational and donor requirements.
- Contribute to preparation of project reports and technical updates.
Capacity Building
- Support the design and delivery of training programmes for lawyers, legal actors, justice sector stakeholders, and other relevant institutions.
- Mentor project Lawyers and promote continuous professional development.
- Identify technical capacity gaps and recommend appropriate learning opportunities.
Compliance, Safeguarding and Accountability
- Ensure legal services are delivered in accordance with organisational policies, safeguarding standards, confidentiality requirements, and applicable legal frameworks.
- Promote a rights-based, survivor-centred, and protection-sensitive approach throughout legal service delivery.
- Support accountability mechanisms and ensure legal interventions uphold ethical and professional standards.
- Report safeguarding concerns or risks through established organisational procedures.
Other Duties
- Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience
- Preferably Bachelor's degree in Law (LL.B.), with a valid licence to practise law in Pakistan. A Master's degree or additional professional legal qualifications will be considered an advantage.
- Knowledge of international refugee law, non-refoulement principles, and the legal protection framework applicable to Pakistan’s context is strongly desirable.
- Minimum 3-5 years of progressively responsible experience in legal practice, legal aid, access to justice, human rights, protection, or humanitarian programming.
- Demonstrated experience supervising legal teams and managing legal casework.
- Experience working with courts, Bar Associations, government institutions, and justice sector stakeholders.
- Experience in donor-funded projects and legal protection programming is desirable.
- Strong knowledge of Pakistani legal frameworks, protection principles, and rights-based programming.
- Fluency in both the languages; English/Urdu, required; Pashto and/or Dari an advantage.
