Employment terms

:

This is a fixed-term employment position for the period October 1, 2026, to September 30, 2027. The gross monthly salary range is PKR 300,000 – 350,000. The final salary offer will be determined based on the selected candidate’s qualifications, relevant experience, demonstrated competencies, and internal salary equity, in accordance with TAF’s applicable compensation framework. The position will also be eligible for benefits in accordance with TAF’s HR policies.

Role Summary

The Grants Management Officer will manage grant administration across the full grant lifecycle, from pre-award and award issuance through implementation, monitoring, amendments, financial oversight, and closeout. The position will support compliance with donor requirements and TAF policies, with particular attention to U.S. Government-funded awards and subawards; review grant-related financial and compliance documentation; monitor partner performance and grant budgets; maintain audit-ready grant records and systems; and provide technical assistance and capacity-building support to grantees and relevant TAF staff.

I-Main duties and responsibilities

A. Grants Administration and Compliance

  • Manage grants administration throughout the grant lifecycle, including pre-award, award issuance, amendments, implementation, monitoring, and closeout.

  • Review draft Letters of Grant, Letters of Amendment, Letters of Advice, contracts, grant-related payment requests, disbursements, budget revisions, and refunds for accuracy, completeness, and compliance with approved budgets, donor requirements, and TAF policies.

  • Ensure completion of required due diligence, pre-award assessments, monitoring, reporting, and compliance documentation.

  • Monitor compliance with applicable donor terms and conditions, particularly requirements applicable to U.S. Government-funded awards and subawards.

  • Maintain trackers for grant conditions, reporting deadlines, amendments, disbursements, monitoring findings, and outstanding compliance matters.

  • Ensure timely completion of grant closeout requirements, including final financial reports, outstanding balances, refunds, and required documentation.

B. Financial Monitoring and Partner Support

  • Review grantee financial reports, statements of expenditure, fund requests, and supporting documentation for accuracy, budget compliance, and completeness.

  • Monitor grant budgets, expenditure trends, burn rates, payment schedules, and partner spending forecasts, and flag significant variances or concerns.

  • Coordinate with the Manager Finance and Program teams on financial or compliance issues requiring follow-up before subsequent disbursements.

  • Monitor advances, refunds, unsupported or questioned costs, and other grant-related financial matters and ensure timely follow-up and resolution.

  • Provide technical assistance to grantees and implementing partners on financial management, bookkeeping, internal controls, procurement documentation, reporting, recordkeeping, and donor compliance.

  • Conduct and document pre-award assessments of prospective grantees and contractors using TAF-prescribed formats.

C. Monitoring, Reporting and Systems

  • Prepare a monthly Grants Progress Report covering award value, disbursements, reported expenditure, outstanding balances, payment schedules, burn rates, partner spending plans, reporting status, key issues, and required follow-up actions.

  • Prepare risk-based monitoring plans for grants and implementing partners and conduct financial and compliance monitoring visits.

  • Prepare monitoring reports documenting observations, financial and compliance implications, agreed corrective actions, responsible persons, and timelines.

  • Follow up on monitoring and audit findings until satisfactory resolution.

  • Review relevant grant reports from Head Office systems and portals and maintain complete, organized, and audit-ready grant records in designated electronic repositories.

  • Ensure grant information is accurately and timely updated in relevant TAF systems, including SMS, as applicable.

  • Coordinate with Head Office on grant administration, compliance, reporting, and other grant-related matters.

D. Proposal, Budget and Capacity-Building Support

  • Support proposal development and preparation or review of grant budgets for new funding opportunities in accordance with donor requirements and TAF policies.

  • Assist the Manager Finance in preparing and revising grant-related components of the operating budget.

  • Conduct periodic orientation and capacity-building sessions for grantees and relevant TAF staff on grant management, financial compliance, documentation, and new donor or Head Office requirements.

E. Coordination and Other Responsibilities

  • Work closely with Program and Finance teams to ensure grant files and supporting documentation are complete and compliant with TAF and donor requirements.

  • Support internal audits, external audits, donor reviews, and other compliance assessments relating to grants and implementing partners.

  • Ensure timely and reliable grants-management support across the Pakistan office.

  • Perform other relevant responsibilities assigned by the Manager Finance or management.

II. Qualifications

Education

:

  • CA Part Qualified with completed articleship from a reputable audit or accounting firm; or

  • ACCA / ACMA or equivalent recognized professional accounting qualification; or

  • Master’s degree in Finance, Accounting, Business Administration, or a related field.

  • Additional professional training in grants management, donor compliance, or U.S. Government award management would be an advantage.

Work experience

:

  • Minimum 3 to 5 years of relevant professional experience in grants or subaward management, donor compliance, financial management, audit, or donor-funded programs.

  • Demonstrated hands-on experience managing U.S. Government-funded grants and subawards is mandatory.

  • Direct experience managing USAID and/or U.S. Department of State/DRL-funded awards, including donor compliance, financial monitoring, reporting, and subrecipient management, is mandatory.

  • Practical experience in pre-award assessments, grant agreements and amendments, partner financial reviews, monitoring visits, budget monitoring, disbursements, compliance reviews, audit support, and grant closeout is required.

  • Experience working with an international development organization, INGO, or donor-funded program in Pakistan would be an advantage.

Skills

:

  • Strong grants and subaward management capability across the full grant lifecycle, with practical knowledge of U.S. Government donor compliance, including USAID and/or U.S. Department of State/DRL requirements.

  • Strong financial monitoring, analytical, and compliance-review skills, including partner financial review, budget monitoring, pre-award assessments, monitoring visits, audit follow-up, and grant closeout.

  • Strong record-management, reporting, coordination, and capacity-building skills, including maintenance of grant trackers and systems and provision of technical assistance to grantees, implementing partners, and relevant TAF staff.

Language

Fluency in English and Urdu is required; regional language skills are an advantage.
