Senior Program Officer (Project Lead - Climate & Advocacy)

Project: Strengthening Voices for Age Inclusive Climate Governance in Pakistan

Location: Islamabad

Report to: Program Coordinator

Duration 7 months

Basic Salary: PKR 132,000 + allowances and benefits as per FAID policy.

Position Summary

The Senior Program Officer / Project Lead will oversee the overall implementation, technical direction, stakeholder engagement, and strategic positioning of the 7-month SCORE Outcome 2 scale-up project. This role is responsible for translating Year 1 evidence into national advocacy, leading institutional policy engagement with government climate entities, coordinating the National Age & Climate Civil Society Coalition, and ensuring the timely delivery of project objectives and donor reporting.

Key Responsibilities

A. Project Leadership & Strategic Coordination

  • Lead overall project execution, activity sequencing, and resource utilization in strict accordance with the 7-month workplan and budget.
  • Conduct initial project inception, kickoff meetings, and lead the structured Stakeholder & Power Analysis targeting key climate governance bodies (MoCC&EC, PCCA, Climate Finance Wing, Ministry of Finance).
  • Chair and coordinate regular internal operational reviews and support the internal Project Steering Group, chaired by the CEO.

B. Policy Advocacy & Technical Engagement

  • Lead the synthesis and development of the Age & Climate Advocacy Package drawing from SCORE Year 1 evidence.
  • Drive high-level policy engagement, technical roundtables, and targeted bilateral meetings with key government institutions and duty bearers.
  • Lead the presentation and refinement of the Age-Inclusive Climate Governance Assessment Framework during national policy dialogues.
  • Submit evidence-based policy briefs advocating for sex-, age-, and disability-disaggregated indicators in national climate monitoring and adaptation finance frameworks.

C. Coalition Building & Stakeholder Engagement

  • Strengthen and lead the operationalization of the National Age & Climate Civil Society Coalition, uniting 157 Older People’s Associations (OPAs) and four provincial Buzurg Dost Networks (Sindh, Balochistan, Punjab, KP).
  • Facilitate regular virtual coalition coordination meetings, joint advocacy workplans, and lead the execution of the National Policy Dialogue.
  • Oversee the strategic implementation of the 'Intergenerational Living Library of Climate Resilience' initiative across Islamabad and Rawalpindi, coordinating youth activists and older adults.

D. Monitoring, reporting and Sustainability & Close-out

  • Collaborate with the MEAL Officer to track SCORE Outcome 2 indicators, institutional commitments, and participant feedback.
  • Lead the documentation of institutional commitments, policy responses, and follow-up actions.
  • Prepare comprehensive final project reports for donor submission, organize reflection/sustainability workshops, and ensure smooth project close-out.
  • Review activity reports and ensure quality documentation.

Key Performance Indicators (KPIs)

  • Successful execution of the National Policy Dialogue and at least 8 bilateral technical meetings.
  • Operationalization of the National Age & Climate Civil Society Coalition with an agreed joint workplan.
  • Timely submission and endorsement of policy briefs and the Age-Inclusive Climate Governance Assessment Framework.
  • Quality delivery of project outputs within the 7-month timeframe and GBP 35,000 budget scope.

Qualifications & Competencies

  • Education: Master’s degree in Climate Change, Environmental Sciences, Public Policy, Social Sciences, Development Studies, or a related field.
  • Experience: Minimum 3-5 years of experience managing advocacy, climate governance, civil society networking, or policy engagement projects in Pakistan.
  • Technical Knowledge: Strong understanding of national climate architectures (National Adaptation Plan, MoCC&EC, Climate Finance), age/gender/disability inclusion mainstreaming, and rights-based advocacy.
  • Skills: Excellent strategic networking, diplomatic stakeholder communication, team facilitation, and technical report writing skills.
