VEHICLE AUCTION NOTICE

A non-profit humanitarian organization invites sealed bids from interested individuals, firms, and organizations for the purchase of the following vehicles through a competitive auction process.

Terms and Conditions

1. Condition of Sale: All vehicles shall be sold on an "As Is, Where Is" basis. CRS makes no representation or warranty, express or implied, regarding the condition, performance, roadworthiness, fitness for purpose, merchantability, or mechanical status of any vehicle.

2. Obtaining Bid Documents: The Official Auction Bid Submission Form may be obtained free of cost by emailing [email protected] during office hours (09:00 AM to 05:00 PM) from 31 August 2026 to 11 September 2026.

3. Vehicle Inspection: Interested bidders may inspect the vehicles during the above period by obtaining a prior appointment through [email protected]

4. Bid Security Requirement: Each bid must be accompanied by a Bid Security equal to 10% of the bid amount in the form of a Pay Order, Bank Draft, or Banker's Cheque payable to Catholic Relief Services USCCB having (NTN #2471478-0).

5. Submission of Bids: Completed bids must be submitted in hard copy only, using the Official Auction Bid Submission Form issued by CRS, and must reach the designated CRS office no later than 14 September 2026 during office hours.

6. Required Supporting Documents: Copy of valid CNIC; NTN Certificate (where applicable); and Original Bid Security instrument.

7. Sealed Envelope Requirement: Bids must be submitted in a properly sealed envelope clearly marked "Vehicle Bids."

8. Responsiveness of Bids: Incomplete, conditional, altered, overwritten, unsigned, or otherwise non-responsive bids shall not be considered.

9. Bid Evaluation and Award: Vehicle(s) shall ordinarily be awarded to the highest responsive bidder meeting all requirements of this auction notice. CRS reserves the right to reject any non-responsive, conditional, or non-compliant bid.

10. Reserve Price: CRS reserves the right not to award any vehicle if the bids received are below the approved reserve value.

11. Return of Bid Security: Bid securities of unsuccessful bidders shall be returned within fifteen (15) working days following completion of the bid evaluation process.

12. Forfeiture of Bid Security: The bid security of the successful bidder shall be adjusted against the purchase price and may be forfeited if the successful bidder withdraws the bid after submission, refuses to accept the award, fails to make payment within the stipulated period, or fails to complete the requirements necessary for vehicle handover.

13. Payment of Purchase Price: The successful bidder shall deposit the remaining balance within seven (7) working days of receiving the award notification. Failure to do so may result in cancellation of the award and forfeiture of the bid security.

14. Transfer of Ownership: The successful bidder shall complete the transfer of vehicle ownership within ten (10) Working days after full payment has been made to CRS and shall bear all taxes, duties, transfer fees, and related expenses.

15. Vehicle Handover: Vehicles shall only be released upon receipt of full payment by CRS and submission of documentary evidence showing initiation of ownership transfer, including the provisional transfer receipt or letter issued by the Excise and Taxation Department.

16. Integrity and Ethical Conduct: CRS maintains a zero-tolerance policy toward fraud, corruption, collusion, coercion, obstruction, or any other unethical practice. Any bidder found to have engaged in such conduct shall be disqualified from the auction process and may be subject to further action by CRS.

17. Limitation of Liability: Upon award and handover of a vehicle, CRS shall not be liable for any loss, damage, defect, accident, claim, expense, injury, or liability arising from the use, possession, transportation, operation, ownership, or transfer of the vehicle.

18. Reservation of Rights: CRS reserves the right to accept or reject any bid, to cancel, suspend, re-advertise, or terminate the auction process, in whole or in part, at any stage without assigning any reason. CRS further reserves the right not to award any vehicle where bids are deemed non-responsive or fall below the approved reserve value. The decision of CRS shall be final and binding upon all bidders.
