CHILD SAFEGUARDING:

Level 3:  The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Human Resources and Safeguarding Coordinator will report to the Chief of Party (COP) and provide strategic and operational HR support to the SSSM Project. The role will coordinate recruitment and onboarding, workforce planning, staff development, performance management, employee relations, and talent development, ensuring that HR systems, processes, and practices are effectively implemented in accordance with Save the Children policies and project requirements.

The position will also serve as the project focal point for safeguarding, contributing to a safe, respectful, inclusive, and professional working environment across the SSSM Project. This includes promoting staff awareness and compliance with safeguarding standards and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) requirements, supporting appropriate reporting and referral mechanisms, and strengthening a culture of dignity, respect, and zero tolerance for harassment, bullying, exploitation, and abuse. The Coordinator will work closely with the COP, HR, Safeguarding, and project management teams to ensure timely recruitment and staffing, effective workforce planning, staff capacity development, performance management, and consistent application of HR and safeguarding standards across all project locations.

SCOPE OF ROLE:

Reports to: Chief of Party

KEY AREAS OF ACCOUNTABILITY:

1. Recruitment, Selection and Placement:

  • Coordinate and support timely, transparent, and merit-based recruitment and selection processes in line with the SSSM staffing plan, approved positions, Save the Children policies, and applicable procedures.
  • Coordinate recruitment processes, including vacancy announcements, shortlisting, interviews, reference and background checks, documentation, and appointment processes.
  • Ensure employment contracts and personnel documentation are prepared, issued, renewed, and maintained in a timely manner, in coordination with HR and relevant managers.
  • Maintain an effective recruitment pipeline and talent pool to support current and anticipated project staffing needs.

2. Staff Onboarding and Induction:

  • Coordinate structured onboarding and induction for all new SSSM staff, ensuring completion of mandatory organizational and project-specific requirements.
  • Ensure new staff receive relevant information on their roles, project objectives, policies, code of conduct, safeguarding, PSEAH, and other mandatory requirements.
  • Follow up during the probation period to ensure effective integration and identify any early support or capacity-building needs.

3. Performance Management and Staff Development:

  • Coordinate the implementation of the Develop to Perform (DtP) performance management approach across the SSSM Project.
  • Ensure probationary, mid-year, and annual performance reviews are completed in accordance with organizational policies and timelines.
  • Support managers and staff in setting clear performance objectives, providing feedback, addressing performance gaps, and developing individual improvement plans where required.
  • Identify staff learning and development needs and coordinate implementation of the project staff development plan in consultation with managers and HR.
  • Promote appropriate learning opportunities, including coaching, mentoring, e-learning, cross-learning, and other on-the-job development initiatives.
  • Support talent identification, development, and retention initiatives, with due consideration to diversity, inclusion, and equal opportunities.

4. HR Policies, Compliance and Employee Records:

  • Support the consistent application and interpretation of HR policies, procedures, and relevant organizational standards across the SSSM Project.
  • Provide timely HR guidance to managers and staff on employment-related matters within the scope of the role.
  • Maintain accurate, confidential, and up-to-date personnel records and HR databases in accordance with data protection and organizational requirements.
  • Coordinate project-level HR reporting, including staffing updates, HR indicators, compliance requirements, and other reports requested by project and HR management.
  • Monitor compliance with applicable employment requirements and Save the Children policies and escalate significant issues to the appropriate HR management.

5. Employee Relations, Grievance and Disciplinary Matters:

  • Support the fair, confidential, and timely management of staff grievances, disciplinary matters, and other employee relations issues in accordance with Save the Children policies and applicable labour requirements.
  • Provide guidance to managers and staff on appropriate channels for addressing workplace concerns and resolving conflicts.
  • Support investigations and case management, ensuring appropriate documentation, confidentiality, due process, and timely follow-up.
  • Identify emerging employee relations issues and recommend appropriate measures to strengthen staff wellbeing, accountability, and a positive workplace culture.

6. Safeguarding, PSEAH and Staff Conduct:

  • Serve as the SSSM project focal point for safeguarding and support the implementation of Save the Children safeguarding and PSEAH standards across the project.
  • Promote awareness and understanding among staff of safeguarding, PSEAH, Code of Conduct, reporting obligations, and expected standards of professional behaviour.
  • Ensure safeguarding and PSEAH requirements are incorporated into recruitment, onboarding, staff training, and routine HR processes.
  • Coordinate with the relevant Country Office safeguarding focal points/specialists on safeguarding concerns, referrals, training, and compliance matters, ensuring confidentiality and appropriate escalation.
  • Promote a safe, respectful, inclusive, and professional workplace and support a zero-tolerance approach to harassment, bullying, exploitation, abuse, and other prohibited conduct.

7. Payroll, Benefits and HR Administration:

  • Coordinate with the HR and Finance teams to ensure timely and accurate processing of payroll, staff benefits, leave, insurance, and other employment-related entitlements.
  • Support staff and managers in resolving routine HR administrative and benefits-related issues.
  • Ensure required HR documentation and approvals are completed and maintained in accordance with organizational procedures.

8. Coordination and HR Support to Project Management:

  • Work closely with the COP, project senior management, HR, safeguarding, and relevant technical teams to anticipate and address workforce needs.
  • Provide HR inputs for project workforce planning, organizational changes, recruitment priorities, and staff capacity requirements.
  • Maintain regular communication with project management and Country Office HR to ensure timely resolution of HR issues and effective implementation of project HR priorities.

QUALIFICATIONS:

  • Masters degree in management/business administration/Human Resources or equivalent.

EXPERIENCE AND SKILLS:

  • Minimum of 5-6 years of experience in HR preferably in an international or leading national organisation.
  • Substantial experience in talent management and learning and development.
  • Understanding on HR Policies and global best practices aroud Workplace Harrasment and Bullying.
  • Demonstrated ability to work in multi-cultural situations and/or multi-locational settings using a collaborative approach.
  • Effective negotiation skills, diplomatic skills and cultural and political sensitivity.
  • Proven ability to handle challenging work load.
  • Excellent people, written and verbal communication skills.
  • Fluency in English and knowledge of Sindhi will be an asset
