Purpose

The Security Advisor is responsible for providing strategic guidance, technical oversight, and advisory support on all security and risk management matters across Inspire Pakistan’s operations.

 

The role ensures the development and implementation of security frameworks, risk mitigation measures, and standard operating procedures to safeguard staff, assets, and operations, while ensuring the organisation meets its duty of care obligations.

 

The position supports field offices through structured coordination, supervises security personnel, and ensures compliance with organisational policies and donor requirements.

Key Responsibilities

Security Strategy and Risk Management

  • Lead the development and implementation of organisational security strategies, frameworks, and risk management plans.
  • Conduct security risk assessments across operational locations and recommend mitigation measures.
  • Establish and maintain security risk classifications or levels for operational locations and ensure corresponding mitigation measures are implemented.
  • Monitor security trends, contextual risks, and emerging threats affecting organisational operations.
  • Develop and maintain risk registers and ensure timely updates and action tracking.
  • Integrate security risk considerations into programme planning, site selection, and operational design.
  • Provide security briefings and advisory inputs to senior management.

Policy Development and Compliance

  • Develop, review, and update security policies, procedures, contingency plans, and standard operating procedures.
  • Ensure alignment of security practices with organisational policies and donor requirements.
  • Promote compliance with duty of care obligations, safety protocols, and internal procedures across all locations.
  • Oversee and standardise staff movement protocols, travel approvals, and field visit clearance processes.
  • Ensure effective tracking and monitoring of staff movements during field travel in line with approved procedures.
  • Establish and monitor access control measures and visitor management protocols across offices and facilities.
  • Ensure security-related documentation is complete, updated, and audit-ready.

Field Security Oversight and Support

  • Provide technical oversight and guidance to field offices on security planning and implementation.
  • Supervise the Security Officer – KP and provide direction on field-level security management.
  • Coordinate with Admin and Finance focal persons and field teams to support implementation of security protocols at site level.
  • Provide technical guidance on management and deployment of guards and contracted security personnel through coordination with administrative teams.
  • Support field offices in conducting local risk assessments and implementing mitigation plans.
  • Ensure consistent application of security standards across all operational locations.

Incident Management and Emergency Response

  • Establish and maintain incident reporting and response mechanisms.
  • Ensure timely reporting, documentation, and escalation of security incidents in line with organisational protocols and donor requirements.
  • Analyse security incidents and trends to inform preventive measures and strategic decision-making.
  • Lead or support incident response coordination and follow-up actions.
  • Develop and oversee contingency planning, evacuation plans, and emergency preparedness measures.
  • Provide guidance during emergencies and support decision-making at management level.

Training and Capacity Building

  • Design and deliver security awareness training and briefings for staff.
  • Build capacity of field teams on security protocols, personal safety, and incident reporting procedures.
  • Support onboarding processes by ensuring staff receive security briefings and guidance.
  • Promote a culture of safety, awareness, and accountability across the organisation.

Coordination and Liaison

  • Maintain coordination with relevant authorities, security networks, and external stakeholders as required.
  • Support engagement with donors on security-related compliance and reporting where applicable.
  • Provide inputs into programme planning to ensure security considerations are integrated into operations.
  • Coordinate with Operations, Programme, HR, and Administration units on security-related matters.

Monitoring, Reporting and Advisory

  • Provide regular security updates, risk analysis, and advisory notes to senior management.
  • Provide timely and structured security updates to management and relevant staff on a daily or need-to-know basis, including analysis of political developments, security risks, and emerging threats affecting organisational operations across all locations.
  • Ensure sensitive security information is shared on a need-to-know basis through controlled and confidential communication channels.
  • Monitor implementation of security measures and identify gaps or areas for improvement.
  • Monitor adherence to security protocols across all units and escalate non-compliance to senior management where required.
  • Support internal reviews, audits, and compliance checks related to security management.
  • Provide risk-informed recommendations to senior management to support operational and strategic decision-making.

Other Duties

  • Perform any other duties related to security, risk management, or organisational priorities as assigned by the Director Operations or the CEO Office.
  • Support emergency response, crisis management, and organisational priorities as required.

Qualifications & Experience

  • Preferably Bachelor’s degree in Security Management, Risk Management, Public Administration, Social Sciences, or a related field.
  • Minimum 4–7 years of relevant experience in security management, risk assessment, safety management, or operational risk roles. Experience may be from development, corporate, private sector, law enforcement, or other relevant environments.
  • Demonstrated experience in conducting risk assessments, developing mitigation strategies, and managing security-related operations across multiple locations.
  • Strong understanding of safety protocols, incident management, and duty of care principles.
  • Experience working in field-based or operational environments is desirable.
  • Strong analytical, coordination, and communication skills.
  • Ability to provide practical and strategic advice and operate in sensitive and dynamic environments.
