1. About Tayaba Welfare International Association

Tayaba Welfare International Association (TWIA) is a registered non-profit organization working across Pakistan to improve access to safe water, hygiene, and community resilience for underserved populations. As part of its humanitarian and development programming, TWIA provides H2O (Help-2-Others) Wheels as in-kind assistance to communities facing water insecurity, particularly in flood-affected and climate-vulnerable regions.

TWIA has secured partial funding for the procurement and distribution of H2O Wheels and seeks to collaborate with capable implementation partners to co-finance, co-implement, and scale distribution nationwide.

1.1 H2O (Help-2-Others) Wheels

H2O (Help-2-Others) Wheels are purpose-built water transport and storage devices designed to improve household access to safe water in underserved and water-scarce communities.

The units are 40-litre rolling containers with integrated handles that enable users to roll water from sources to homes, replacing traditional head-loading methods that are physically taxing and less hygienic.

Design and Functionality

  • Capacity: ~40 litres per unit, significantly higher than traditional containers
  • Mobility: Ergonomic handle and wheel design for varied terrain
  • Hygiene: Closed container reduces contamination risks
  • Durability: Constructed from sturdy materials suitable for rural and peri-urban use

2. Purpose of the RFP

This RFP invites eligible non-profit organizations across Pakistan to apply for selection as Implementation Partner(s) for the distribution of up to 1,000 H2O Wheels under TWIA’s Safe Water and Community Resilience Program.

TWIA will provide partial financial support toward the procurement of H2O Wheels. Selected partners are expected to contribute matching resources—financial, in-kind, or logistical—to enable scale-up, sustainability, and wider geographic coverage.

3. Scope of Work

The selected Implementation Partner(s) shall be responsible for the following:

3.1 Procurement, Logistics & Custody

  • Coordinating with TWIA on the procurement and allocation of H2O Wheels
  • Bearing transportation and logistics costs, as agreed, from TWIA’s designated warehouse or supplier to final distribution locations
  • Ensuring safe handling and secure storage of the units
  • Assuming responsibility for any loss, theft, or damage while the units are under the partner’s custody

3.2 Distribution & Community Engagement

  • Distribution of H2O Wheels free of cost to vulnerable households
  • Conducting fair, transparent, and needs-based beneficiary selection
  • Completing distribution within 15 days of receipt of units
  • Preventing misuse, misappropriation, or resale of donated items

3.3 Monitoring, Evaluation & Visibility

  • Full compliance with TWIA’s three-tier Monitoring & Evaluation framework
  • Prominent display of TWIA branding at all distribution events
  • Continuous coordination with TWIA to ensure accountability, learning, and visibility

3.4 Reporting & Documentation

The partner shall provide TWIA with:

  • Complete beneficiary catalogue for all recipient households
  • Pre- and post-distribution needs and impact assessments
  • Geo-tagged photographic and video documentation
  • Beneficiary feedback and testimonials
  • Final post-distribution report within 60 days of completion

4. Eligibility Criteria

Applicant organizations must:

  • Be registered non-profit entities in Pakistan
  • Demonstrate experience in humanitarian assistance, WASH, or community development
  • Have operational presence in disaster-affected or underserved regions
  • Demonstrate capacity to co-finance or cost-share program implementation
  • Maintain transparent financial, procurement, and reporting systems

5. Proposal Submission Requirements

Proposals must include:

  • Organizational profile and registration documents
  • Relevant experience and past project summaries
  • Proposed geographic focus areas and number of wheels to be co-financed
  • Implementation approach and timeline
  • Logistics and risk mitigation strategy
  • Statement confirming financial responsibility for agreed cost-sharing components
  • Contact details of references
