Purpose of the Position: The Environmental Safeguard Officer will be responsible for supporting implementation, monitoring, and compliance of environmental safeguard measures in accordance with project requirements, environmental regulations, and donor standards.
Key Responsibilities
The Environmental Safeguard Officer shall perform, but not be limited to, the following duties:
- Support implementation of environmental safeguard policies, procedures, and compliance requirements under the project.
- Conduct environmental screening and assessments of project activities and infrastructure schemes.
- Support preparation and implementation of Environmental and Social Management Plans and safeguard documentation.
- Ensure project activities comply with national environmental regulations and donor environmental safeguard standards.
- Conduct regular field monitoring visits to assess environmental compliance at project sites.
- Coordinate with Village Councils, and field teams regarding environmental safeguard requirements.
- Support implementation of climate-resilient and environmentally sustainable infrastructure practices.
- Disseminate awareness on environmental protection, waste management, occupational health and safety, and safeguard compliance.
- Support implementation of environmental mitigation measures during construction and rehabilitation activities.
- Maintain records and documentation related to environmental assessments, monitoring visits, and compliance reports.
- Support implementation of Environmental and Social Management Framework (ESMF) requirements.
- Assist project management in coordination with relevant government departments and stakeholders regarding environmental compliance matters.
- Prepare periodic environmental safeguard monitoring reports, field reports, and incident reports.
- Support emergency response and disaster risk reduction considerations in project interventions where required.
- Perform any other task assigned by the supervisor related to environmental safeguards and compliance.
Required Qualifications and Experience
- Master degree (16 years of education) in Environmental Sciences, Environmental Engineering, Natural Resource Management, Disaster Management, Forestry, Climate Change, or any other relevant discipline from a recognized institution.
- Relevant professional experience in environmental safeguards, environmental compliance, or environmental management in development sector projects will be added advantage.
- Experience working with donor-funded projects and environmental safeguard frameworks, and Environmental Social Framework (ESF).
- Experience in environmental assessments, EMP implementation, and field monitoring.
- Familiarity with infrastructure, WASH, irrigation, road, and community development projects will be an advantage.
- Knowledge of national environmental regulations and safeguard standards.
- Proficiency in MS Office applications and report writing.
