Position Summary:

The position facilitates the Program Mangager in conceiving, strategizing and implementing HA-Pk programs in line with the Country Strategy Paper (CSP) with close collaboration with Field staff, local and national partner NGOs, government and Communities effectively and efficiently. He/ she will assist in developing proposals/concept notes for resource mobilization in consultation with PM, concerned stakeholders and other related departments to ensure the integration.

The Senior Program Officer is responsible to plan, execute (physical and financial targets), monitoring, and submitting reports of all projects/programs under the assigned thematic area with the support of its funding partners. He/She also assists in hiring the project team, their orientation, and management according to project requirements.

Job Description:

  • Ensuring programs are aligned with organizational goals, mission, vision and humanitarian principles Project/Programs are managed and executed on time and within budget as per proposal and donors’ requirement.
  • Ensure technical backstopping to field offices and partners during implementation to ensure the quality and effectiveness at ground level.
  • Ensure the financial budgets are approved according to HA-Pk policy and executed as per implementation plan approved.
  • Ensure the documentation and reports as per HA-Pk and donors’ requirements on prescribed formats within agreed time lines.
  • Liaison with HA-UK office for available funding opportunities, allocations, reporting and other day to day work.
  • Partners’ proposals, Contractors bids and community requests are assessed as per developed criteria and guidelines, and the agreements signed are thoroughly monitored to ensure the execution as per agreement.
  • To track the achievements/progress against objectives as per deadlines and ensure Human Appeals’ visibility.
  • Act as the official representative of the organization (HA) in coordination meetings, cluster forums, expos, seminars, and other relevant external engagements to ensure effective collaboration and visibility.
  • Maintain systematic filing and archiving of all project-related documents to ensure timely retrieval and compliance with organizational and donor requirements.
  • Plan and conduct comprehensive needs assessments in target areas to inform project design and implementation strategies.
  • Organize and facilitate field visits for internal teams, donors, and other stakeholders to monitor project progress and impact.
  • Oversee the day-to-day administrative operations of assigned field offices, ensuring adherence to organizational policies and procedures.
  • Develop and implement transparent beneficiary selection criteria aligned with project objectives, ensuring fair and accurate identification of target groups.
  • Coordinate with local authorities and administrative bodies to obtain necessary No Objection Certificates (NOCs) and ensure regulatory compliance.
  • Facilitate effective intra-departmental communication and coordination to support seamless project execution and information flow.
  • Monitor and manage project budgets in accordance with the Chart of Accounts (COA), ensuring financial accountability and alignment with project deliverables.
  • Identify, document, and present impactful case studies and success stories that demonstrate the effectiveness and outcomes of project interventions. Ensure these narratives reflect beneficiary experiences, project achievements, and lessons learned, and are suitable for reporting, advocacy, and donor engagement.
  • Linkages and networking with like-minded organizations, institutional donors, government, and the corporate sector to exploit the available opportunities and for the visibility of the HA-Pk work.

Qualification:

Minimum Bachelor’s degree, preferably in Social Sciences /Project Management / Public Administration or a related subject

Work Experience:

  • Minimum of 3-5 years’ experience working in Livelihoods/Sponsorship-related programmes in a development, campaign, or humanitarian organisation.
  • 1-2 Years of Program/Project leading experience in the same position will be a plus.
  • Experience working with host governments, UN bodies, INGOs, and local NGOs

  • Ability to self-manage on a technical level and to take the initiative in routine operations  
  • Excellent coordination skills
  • Training and mentoring experience with field technical colleagues
  • Excellent interpersonal, communication and representative skills (written, oral, cross-cultural)
  • Strong on donor relations in the emergency/humanitarian context
  • Adaptability and the ability to re-prioritise according to the changing context
  • Good interpersonal skills and ability to develop and maintain relationships.
  • Ability to work creatively, effectively and in an innovative manner.
  • Ability to maintain the highest level of confidentiality in relation to work, privacy and data.
  • Excellent communication skills in written and verbal English as well as the local languages.
