Overview, Specifications & Pre-qualification criteria 

Karandaaz Pakistan hereby invites sealed quotations from tax-registered suppliers, authorized  distributors, dealers, or sellers for the supply of laptops required for its Islamabad office, in  accordance with the specifications provided below. 

Bidders are required to submit complete item-wise details, including compliance with all stated  technical specifications. By participating in this RFQ, bidders confirm that the proposed  equipment fully meets the required specifications and performance requirements. 

A firm-fixed-price Purchase Order (PO) is anticipated to be awarded in Pakistani Rupees (PKR).  Karandaaz Pakistan will evaluate quotations using the Least Cost Technically Acceptable  procurement method, and the contract will be awarded to the lowest-priced bidder whose offer  is determined to be technically compliant with all requirements.  

Mandatory Prequalification Criteria (To be submitted with technical proposal):The following criteria will be used as mandatory requirements for inclusion in the process. Please  attach supporting documents along with this table. Failure to provide and comply with below  requirements will disqualify the firm from inclusion in the process. 

Mandatory Technical Specifications: 

The following technical specifications are mandatory. Bidders must offer equipment that fully  complies with all the requirements listed below. Any bid that fails to meet any of these mandatory  specifications shall be considered non-responsive and will be disqualified from further technical  and financial evaluation:

Bidders shall clearly demonstrate compliance with each of the above specifications by providing  the manufacturer's official product datasheet, brochure, or technical documentation.  

Failure to comply with any mandatory requirement or failure to provide satisfactory documentary  evidence of compliance shall render the bid non-responsive and it shall be excluded from further  evaluation. 

Delivery & Other Requirements

Financial Evaluation 

Financial proposal shall be submitted as per the format provided in Annexure-A of this RFQ. Sales  Tax shall be quoted separately. 

Evaluation of the financial proposal will consider, but will not be limited to, the following: 

▪ Meeting the Mandatory Pre-qualification 

▪ Consistency with the specifications 

▪ Least Cost 

The contract shall be awarded to the bidder whose proposal is determined to be technically  responsive and offers the lowest evaluated cost. Karandaaz Pakistan reserves the right to accept  or reject any or all proposals, in whole or in part, at any stage of the procurement process, without  assigning any reason and without incurring any obligation or liability. In case of any conflict,  Karandaaz’s decision shall be deemed final/accepted. 

Submission Guidelines 

Each set of documents should be submitted separately in sealed envelopes and then included in  a larger sealed package. This larger package must be mailed and emailed (soft copies along with  proof of mailing of hardcopies) to the following postal address no later than 20th July 2026.  Financial quotations must be password-protected. Following sets shall be submitted:

Annexure-A 

All prices shall be inclusive of all applicable duties, taxes and other etc. All prices shall be quoted  in PKR.
