Job Summary  

The Emergency WASH Response in Sindh is a donor-funded project implemented by CRS in Sujawal to restore and strengthen safe water, sanitation, and hygiene services in disaster-affected communities. The project focuses on rehabilitating climate-resilient water systems, improving school WASH facilities, and promoting essential hygiene practices through community engagement. It also supports water quality monitoring and community-based management to ensure sustainability, while working closely with government and partners to reduce public health risks and enhance resilience in flood-prone areas.

For this implementation, CRS is seeking Sub Engineer, who will be responsible for overseeing various aspects of projects, including technical solutions, cost estimation and implementation of proposed infrastructure. The primary objective is to ensure the timely and accurate completion of project deliverables while adhering to quality standards. 

  

  Roles and Key Responsibilities:   

  • Conduct site assessments and support technical surveys for project interventions.
  • Assist in the preparation of Bills of Quantities (BOQs) based on approved drawings and design specifications.
  • Verify and update BOQs during implementation based on site conditions and variations.
  • Verify site measurements, quantities, and quality of completed works.
  • Support cost estimation and material requirement planning for project activities.
  • Supervise construction and rehabilitation activities at field level.
  • Ensure works are implemented according to approved drawings, BOQs, specifications, and project standards.
  • Monitor contractor, vendor, and skilled labor performance on-site.
  • Identify technical issues and recommend appropriate solutions.
  • Ensure construction materials comply with approved specifications and quality standards.
  • Conduct regular site inspections and quality checks during implementation.
  • Monitor workmanship and ensure adherence to safety standards.
  • Coordinate with community representatives, village committees, local authorities, and beneficiaries.
  • Prepare daily, weekly, and monthly progress reports.
  • Maintain project records, site diaries, measurements, and photographic documentation.
  • Support material testing and quality verification when required.
  • Support data collection for monitoring, evaluation, accountability, and learning (MEAL) activities.
  • Ensure compliance with organizational policies, donor requirements, and engineering standards.
  • Support environmental and social safeguard measures during implementation.

  

Basic Qualifications  

  • Diploma of Associate Engineer (DAE Civil) from a recognized institute.
  • Minimum 3 years of relevant field experience in construction, WASH and/or community infrastructure projects.
  • Basic understanding of construction materials, methods, and site supervision.
  • Ability to read and interpret drawings and BOQs.
  • Good communication and reporting skills.
  • Proficiency in MS Office (Word, Excel).

  

  Knowledge, Skills and Abilities  

  • Strong Knowledge of construction materials, methods, and quality standards.
  • Ability to read and interpret engineering drawings and BOQs.
  • Good communication and coordination skills.
  • Strong reporting and documentation skills.
  • Proficiency in MS Office (Excel, Word, PowerPoint).
  • Ability to work in rural and remote field locations.
  • Problem-solving and analytical skills.
  • Ability to work effectively with communities and stakeholders.

 

Preferred Qualifications: 

  • Bachelor’s degree in civil engineering (BE/BSc Civil) is Plus
  • Prior experience working with NGOs/INGOs or development projects.
  • Experience in site supervision, BOQ preparation, and quality control of construction works.
  • Familiarity with community-based infrastructure and participatory approaches.
  • Knowledge of donor compliance, reporting, and MEAL systems will be an advantage.
  • Ability to work in rural and field-based environments with diverse stakeholders.

Required Languages - Required proficiency in written and speaking in English, Urdu, and Sindhi. 

Travel – The position will be based in Sujawal, Sindh and must be willing and able to travel to Karachi, Islamabad and other program areas in the country where applicable. 

 

Supervisory Responsibilities: None
