Job Description:

Position Objective and Specific Tasks.

The Compliance Officer will report directly to the Manager Compliance & Subawards. He/she will assist the Manager Compliance & Subawards in conducting compliance checks across procurement, finance, administration, and program activities to identify and prevent potential violations of internal, donor, and USAID regulations.

Key Responsibilities:

The Compliance Officer shall perform the following functions:

  • Advise on regulatory changes and assess their impact, proposing compliant solutions to align with donor requirements.
  • Contribute to the development of policies, guidelines, tools, and templates to ensure optimal adherence to USAID and other donor compliance requirements.
  • Use SAP B1 to monitor and manage compliance-related data, including procurement, financial transactions, and project management.
  • Generate and analyze compliance reports from SAP B1 to identify risks, discrepancies, or inefficiencies.
  • Provide training and support to team members on SAP B1 functionalities for compliance purposes.
  • Collaborate with finance and IT teams to enhance SAP B1 for improved compliance monitoring and reporting.
  • Conduct periodic spot checks on procurement and finance documentation, financial records, and related materials, providing actionable feedback for process improvement.
  • Assist in developing and managing sub-award agreements, including negotiations with sub-awardees, ensuring alignment with donor requirements.
  • Support the administration of sub-awards under donor-funded projects, maintaining compliance with internal, donor, and USAID policies.
  • Monitor sub-award activities to ensure timely and effective implementation of project goals.
  • Guide sub-awardees on financial management, reporting, and compliance.
  • Review sub-award financial reports for accuracy and adherence to donor requirements.
  • Coordinate with project teams to ensure sub-award compliance and timely report submission to donors and stakeholders.
  • Maintain accurate and up-to-date records of all sub-award agreements and associated documentation.
  • Prepare for and participate in donor meetings, audits, and compliance reviews related to sub-awards.
  • Conduct all activities with cultural sensitivity, high ethical standards, and avoidance of conflicts of interest.
  • Perform additional responsibilities as assigned by the Manager for Compliance and Sub-awards.

Educational Requirements and Qualifications. 

  • Bachelor’s degree in a finance, business administration or related field or Part Qualified from ACCA, CA.
  • Minimum of 3 years of experience in a compliance-related role, preferably with experience working on USAID programs.
  • Demonstrated knowledge of the USAID and international donor compliance regulations.
  • Strong computer skills, especially in the MS Office suite.
  • Excellent written and verbal communication skills.
  • Fluency in English (verbal & written).
  • Ability to work effectively in a team and establish strong relationships with stakeholders.
