1. Introduction/Background                                                                                                                                      

Pak Mission Society (PMS) is a National Humanitarian and Development organization established in 2004. It was founded by a group of Christian professionals whose collective vision is to reach the unreached to bring hope, dignity, respect, and share love through emergency relief efforts and delivering long-term rehabilitation and development programs. PMS has signed a Memorandum of Understanding (MOU) with the Economic Affairs Division (EAD), Government of Pakistan valid till August 2024. We are certified as NPO as per evaluation standards notified by FBR with Pakistan Centre for Philanthropy. Pak Mission Society has reached and served the unreached communities regardless of race, gender, ethnicity, class, religion, and social background. The organization catalyzes holistic transformation and development through transparent, fair, and rights-based allocation of humanitarian and development efforts.

 

PMS is implementing a community development project in Khipro, focusing on the Transformation of Communities for Integrated Development through the 5Cs approach, in collaboration with Humedica International. The project aims to enhance the livelihoods and resilience of vulnerable households by introducing sustainable income-generating opportunities.

As part of this initiative, PMS is planning to distribute locally adapted goat breeds among selected vulnerable beneficiaries. This intervention will serve as a long-term livelihood asset, enabling families to improve their economic stability through livestock rearing, milk production, and potential market sales.

To ensure the quality and health of the livestock, PMS will procure local goat breeds that are well-suited to the climatic and environmental conditions of the region. A veterinary consultant will be hired to oversee the quality control process, which includes, Identification and verification of the selected goat breeds to ensure they meet the required health and productivity standards, Pre-distribution health screening and vaccination to safeguard against common diseases and enhance the animals’ survival and productivity, technical guidance for beneficiaries on goat management, nutrition, and disease prevention, ensuring sustainable livestock development.

This initiative aligns with PMS’s broader commitment to integrated community development, fostering self-reliance and economic empowerment among vulnerable populations in Khipro.

 

PMS developed the SOPs for the procurement of goats and details is following. Consultant will adhere to follow these SOPs during his service tenure with PMS.

  • Only goats sourced from within the Sanghar district will be accepted. Goats from outside the district will not be considered
  • The vendor, in the presence of Veterinary Doctor and project staff, will identify goats according to specified criteria. Each selected goat will be tagged, photographed, and kept at the source for a period of 10 days as a quarantine period by the vendor.
  • During first visit of Veterinary Doctor and project staff to ware house established by vendor, all the identified goats will be weighted and health status will be checked and ensured as per recommended specification that must include age and type of breed. Each selected goat will be neck-tagged and Vendor will be assigned to separate rejected goats on the spot.
  • Height, weight and breed of the goat will be as per the specification of PR, any parameter not meeting the requirement of the goat will not be acceptable.
  • The vendor will adhere to a scheduled vaccination program. Vaccination will be recommended by the Veterinary Doctor, while provided by vendor and during 2nd visit of Veterinary Doctor along with Project staff, vaccine will be administered by Veterinary Doctor himself.
  • During the 3rd visit to ware house, Veterinary Doctor and project staff will examine all the goats after 2-3 days of vaccination period, thus to ensure health fitness after the vaccination process.
  • Distribution of goats will be conducted in the morning to minimize stress on the animals.
  • Each goat must undergo a health inspection on the distribution day by Veterinary Doctor to assess its fitness. Any doubts regarding fitness should result in the exclusion of the animal.
  • Subsequent distributions will occur every 10 days. A Veterinary Doctor, accompanied by project staff, will collect feedback from beneficiaries. Any issues encountered will be promptly communicated to the vendor for resolution.

6. Methodology                                                                                                                                                            

The veterinary consultant will be responsible for ensuring the health, quality, and suitability of the procured goats to enhance beneficiaries’ livelihoods. The consultant's scope of work includes the following key responsibilities;

 

3.1 Pre-Procurement Phase

  • Assess and recommend suitable local goat breeds based on adaptability, productivity, and resilience to local climatic conditions.
  • Develop criteria for the selection and verification of healthy goats, considering age, weight, reproductive potential, and disease resistance.
  • Conduct initial health screening of available livestock in the market to shortlist suitable animals.
  • Coordinate with selected breeders/suppliers to ensure the availability of high-quality goats that meet the project’s standards.

3.2 Procurement Phase

  • Conduct on-site verification and selection of goats, ensuring they meet agreed-upon health and productivity criteria.
  • Perform veterinary health checks, including physical examination and assessment of common diseases or deformities.
  • Certify selected goats for procurement, ensuring compliance with health and breed standards.
  • Oversee the vaccination and deworming of procured goats before distribution to beneficiaries.
  • Provide health records and certification for each animal.

 

3.3 Post-Procurement & Distribution Phase

  • Conduct pre-distribution health screenings to confirm that the goats are in good condition before handover.
  • Administer additional vaccinations or treatments as required to prevent disease outbreaks.
  • Supervise the safe transportation and handling of goats to minimize stress and injury.
  • Educate beneficiaries on goat husbandry best practices, including feeding, shelter management, disease prevention, and reproduction management.
  • Provide technical support and follow-up visits to monitor the health and adaptation of distributed goats.

 

3.4 Reporting & Documentation

  • Maintain detailed records of each procured goat, including health status, vaccinations, and origin.
  • Prepare a final report outlining key observations, challenges, and recommendations for future livestock distribution programs.
  • Provide feedback and recommendations for long-term livestock sustainability and breeding programs for the community.

The consultant should possess the following qualifications, skills, and experience to effectively carry out the responsibilities outlined in the scope of work:

  • A Doctor of Veterinary Medicine (DVM) degree from a recognized institution.
    Postgraduate qualifications (Master’s or equivalent) in veterinary sciences, animal husbandry, or livestock management (preferred).
  • Minimum 5 years of experience in veterinary services, particularly in livestock management, health screening, and disease prevention.
  • Proven expertise in breeding, selection, and health certification of goats or small ruminants.
  • Experience working with rural communities, NGOs, or humanitarian projects on livestock-based livelihood initiatives.
  • Knowledge of local goat breeds, climate adaptability, and common livestock diseases in the project area.
  • Strong knowledge of livestock vaccination, deworming, and disease control protocols.

12. Payment Terms                                                                                                                                                       

The consultancy will have a duration of one months, commencing from 25 March to 24th April, 2025. The selected veterinary consultant will receive an honorarium of PKR 5,000 per day for a total of 30 working days. Total consultancy fee is PKR 150,000 included tax of 11% in case consultant have NTN # otherwise in the case of non-filler 22% tax will be deducted. Payments will be processed on a monthly basis through a cross-cheque issued by the Finance Department of PMS, subject to the submission and approval of:

  • A detailed report by the consultant, outlining key activities, observations, and recommendations.
  • Endorsement and approval from the Project Manager, Thematic Lead FSL, and MEAL Department of PMS.
