The Purpose of this Request for Proposal (RFP):

It is the intent of this request for proposal to scrutinize submitted evidence (Documents) for selection of potential Mega Marts for the RIZ Consulting, for supplies at various sites/facilities across Pakistan.

Eligibility:

Applicants shall be domiciled in and shall comply with all Government Regulations to operate in (Pakistan). Applicants shall be regular taxpayers and shall furnish a copy of their operating license/certificate of registration valid for the fiscal year (2025/2026). Applicants shall not be under a declaration of ineligibility for corrupt or fraudulent practices.

Cost of Bidding:

The Applicant shall be responsible for all costs associated with the preparation and submission of its bid, and RIZ Consulting hereinafter referred to as “the Purchaser”, will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

The Biding documents shall include the following documents:

  • Request for Quotation (RFQ)
  • Pre-Qualification Form
  • All documents listed in Pre-Qualification check list

Clarification of Bidding Documents

A prospective Applicant requiring clarification of the bidding documents may notify the RIZ Consulting in writing by sending an email to

[email protected] The request for clarification must reach the purchaser not later than (February 17, 2025). The Purchaser shall respond by email providing clarification on the bidding documents no later than (February 19, 2025). Written copies of the Purchaser’s response (including an explanation of the query but without identifying the source of inquiry) shall be communicated to all prospective Applicants which express an intention to submit sealed proposals.

Documents Comprising the Bids.

The submitted bid shall include the following information and supporting documents. Failure to provide all requested information/documents or to comply with the specified formats may disqualify the Applicant from consideration.

(1)Profile of the company

(2)A Bid detailing the unit prices only in the sheet (RFQ Sheet) given for the

purpose

(3)Successful Corporate Business POs

(at least 03 POs, should be of recent 2-3 years)

(4)Company/Firm Certificate of Incorporation or Firm Registration Document

(5)Registration with FBR / Taxpayers documents in Pakistan)

(6)Non-blacklisted affidavit of stamp-paper

(7)Company’s/Firm’s Bank Account Maintenance Certificate (should end within last 6 months)

(8)Other important documents which Bidder attaches to support its bid

 

Apply By:

Submission and Marking of Bids:

Contractor/Mega Marts shall submit sealed bid documents addressed to the below office by or before February 24, 2025The Procurement Committee,

RIZ Consulting, Seagull Plaza,190-C, Hill Road, Commercial Area, PMCHS, Sector E- 11/2, Islamabad, Pakistan.

Documents submitted after the deadline will not be accepted. RIZ Consulting

may, at its discretion, extend the deadline for the submission of documents, in which case all rights and obligations of RIZ Consulting and Applicants, as

documented in the RFP, will be applicable to the new deadline.

Format of Bid:

The Applicant’s shall submit all documents in writing, in sealed envelopes addressed to the above indicated office clearly marked with the name and address of the contractor/firm submitting the sealed bid.

OPENING AND EVALUATION

Preliminary Examination:

The Purchaser will examine the bids to determine whether they are complete, whether any computational errors have been made, whether required sureties

have been furnished, whether the documents have been properly signed and whether bids are generally in order.

Qualification/Evaluation Criteria:

Bids determined to be substantially responsive will be considered for evaluation by the RIZ Consulting Procurement Committee, with the below scoring criteria and succeeding para.

Applicant’s Financial Soundness, Experience Record, Personnel Capabilities

and Equipment Capabilities as demonstrated by the Applicant’s responses

in the forms attached to this request for proposal. The Purchaser reserves the right to waive minor deviations if these don’t materially affect the capability

of an applicant to perform the contract.
