Background
Better Cotton is the world’s largest cotton sustainability programme. Our mission: to help cotton communities survive and thrive, while protecting and restoring the environment. In difficult times, we are meeting the challenge head on. Through our network of field-level partners we have provided training on more sustainable farming practices to more than 2.9 million cotton farmers in 26 countries. More than a fifth of the world’s cotton is now grown under the Better Cotton Standard and our membership network includes more than 2,400 members.
Better Cotton Initiative, Pakistan (BCI Pakistan) is registered in Pakistan and working under a collaboration/service agreement with Better Cotton, Global.

Scope of Work
1. Purpose of the Assignment
The purpose of the assignment is to:
- Conduct an extensive desk review of better cotton global impact targets and other available information and reports relevant to the key impact areas defined in P&C v3.0 to:Identify and align with the Better Cotton Pakistan programmes priorities and development goals of the country.
- Have a detailed review and build comprehensive understanding of global impact targets of better cotton - this will include understanding the key impact areas of focus including soil health improvement, reduction in use of pesticides, climate change mitigation, smallholders’ livelihoods, and women’s empowerment.
- Map indicators from the global MEL evidence framework to the local programme delivery and reporting, identify gaps if any and means to address those gaps
- Compile a baseline for all impact areas based on existing sources and identify areas where further information may be required
- Consult relevant stakeholders – including but not limited to Better Cotton Pakistan team (senior management, programme, and MEL team), programme partners’ key focal points, and industry partners/supply chain actor’s consultations to gather insights and ensure alignment with better cotton Pakistan sustainability priorities.
- Define and adjust country-specific targets and methodologies that may be used to track and report on them. These targets must address the unique challenges and opportunities within the country.
- Customize and create a country level impact measurement and reporting framework and measurable indicators - create a detailed plan outlining the strategies, resources, and timelines required to achieve the country-specific impact targets. This must include roles and responsibilities, key milestones, and monitoring and evaluation framework with measurable indicators to track progress towards the impact targets with details of data required for impact measurement.
- Consult with BCI country team, program partners and relevant literature and set the annual and five-year targets for the indicators.
The assignment will guide Better Cotton Pakistan to set specific, measurable, and realistic country level impact targets, key milestones to achieve the impact targets and define SMART indicators for measuring progress on impact targets. This will support in defining the data needs for impact targets and help in appropriate reporting for the key impact areas to contribute to better cotton global targets.

- BCI Procurement committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason.
- Bidders must not be engaged in any corrupt, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names / companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently blacklisted.
- An award will be made based on the quality, cost factor, credibility, work references, reputation of the firm &/or any other factor/s as deemed fit by the committee/procurement authority for the selection.
