Job Opportunity: Monitoring & Evaluation (M&E) Specialist

A leading development sector organization is seeking a Monitoring & Evaluation (M&E) Specialist for one of its key projects aimed at empowering communities, particularly women, by organizing them into livestock producer groups for collective production and the establishment of community-led livestock markets.

Key Responsibilities:

  • Track project performance and ensure progress towards achieving anticipated results.
  • Conduct regular data analysis to improve programme reporting and performance.
  • Develop and implement M&E tools and frameworks for evidence-based decision-making.
  • Facilitate course correction and strategic planning through accurate data insights.
  • Provide technical support to field teams for effective data collection and reporting.
  • Lead and supervise processes for developing and running project M&E systems, setting baselines, collecting and analyzing M&E data and results reporting for the project.
  • Oversee the monitoring function of the project across all project components by developing a suitable M&E strategy, and M&E framework and designing suitable M&E tools for the implementation phase of the project.
  • Provide technical backstopping to the M&E team of partners and co-applicants.
  • Assist project management in planning and decision-making by making available quality and verifiable M&E and progress data and highlighting gaps in implementation.
  • Coordinate with relevant partner/component teams and the project PMU. In addition, maintain close liaison with procurement, finance, programmes, MEAL, and communications at the Head Office for rallying necessary support and resources to deliver agreed and planned deliverables of the project’s M&E function.
  • Work closely and draw support from project operations, finance, MIS and programme teams in addition to in-house units for coordinated and effective delivery of the project’s M&E function.
  • Communicate and coordinate regularly with key internal (operations, finance, admin, procurement, HR) and external stakeholders (project partners,  PMU) to help with the smooth implementation of the M&E function.

Key Requirements:

  • Master’s degree in social sciences, Development Studies, Economics, or a related field.
  • At least 5 years of experience in M&E, preferably in community development or livelihoods projects.
  • Strong quantitative and qualitative data analysis skills.
  • Excellent Team management; Negotiation, and Interpersonal skills.
  • Proficiency in M&E software/tools and report writing.
  • Ability to work in field settings with frequent travel to project locations.
