Overview:
Jhpiego, a global leader in improving healthcare for women and families, is seeking a Provincial Program Manager for the BMGF-funded implementation research project, "Introduction of DMPA-SC/SI in Punjab." The position, based in Lahore, will oversee and coordinate the project’s implementation across two districts and at the provincial level. This will be carried out in close collaboration with the Department of Health (DoH), Population Welfare Department (PWD), and other relevant partners. The project’s unified goal is to contribute to FP2030 targets by enhancing women’s access to high-quality family planning services.
The Provincial Program Manager will be responsible for overall program management at both the provincial and district levels, providing guidance and support to district teams. Under the supervision of the Senior Program Manager, the Provincial Manager will ensure the achievement of planned results through effective coordination with relevant departments and teams. The role involves overseeing various activities to ensure the successful execution of the project.
Responsibilities:
- Provide leadership and direction for the program's implementation at the provincial and district level, ensuring alignment with the program proposal, objectives, and workplan
- Execute program implementation plans for provincial and district teams, aligned with program proposal, in close collaboration with research and program leads
- Foster productive relationships with provincial and district government departments (DoH & PWD), local authorities, and other relevant partners to facilitate program coordination and cooperation
- Represent Jhpiego in provincial forums and meetings with concerned departments and partners for negotiating and briefing stakeholders, including technical working group and government officials
- Work with Senior Program Manager and technical advisors on program and technical materials as and when required
- Contribute in smooth execution of BCC activities through collaborative working with District Coordinators
- Support Senior Program Manager in developing activities timelines and data reporting, aligned with program proposal
- Efficiently allocate and manage human, material, and financial resources required for program activities in the province and districts
- Ensure continuous monitoring of program activities at district level, as well as timely and accurate evaluation and reporting of progress toward the achievement of program goals and objectives
- Present progress, achievements and lessons learned to key stakeholders including DoH, PWD and other relevant partners.
- Supervise and manage 3-4 provincial and district staff; align their efforts with program goals
- Contribute in presentations and reporting to government stakeholders and donor
- Generate and ensure timely submission of program reports to government stakeholders and the donor through collaborative working with communication focal point.
- Provide timely program updates to Senior Program Manager, relevant departments and TAs
- Identify potential risks to program implementation within the province and districts and work with the team to develop mitigation plans. Report significant issues to the Senior Program Manager
- Provide support in the design, analysis, and synthesis of interventions
- Ensure the quality and effectiveness of program interventions at the provincial and district level.
- Troubleshoot and resolve any issues as they arise
- Formulate productive working relationships with counterparts from the DoH, PWD and other organizations working in family planning in order to disseminate, discuss, and promote consistent evidence-based approaches on a provincial level
Required Qualifications:
- Masters’ degree in social sciences or public health or relevant field; medical doctor will be preferred
- 5 - 7 years’ experience in program development and implementation of family planning programs, preferably in Punjab
- Proven leadership skills and expertise in the management of health programs and program staff
- Skilled advocate, with knowledge and experience in turning evidence into action
- Basic understanding of research, data analysis and presentation
- Ability to develop strategic and programmatic plans in cooperation with concerned departments/other stakeholders/donors
- Comprehensive understanding of evidence-based family planning interventions
- Ability to develop working relationships with counterparts of varying levels of seniority and backgrounds to implement program activities
- Strong decision-making skills, team player accustomed to building team capacity, delegating work to teams
- Excellent verbal, written and presentation skills
- To be based in government offices as per agreed frequency in a week
- Ability to travel within country
