Z.M.K. & Co. invites applications for the position of Research Analyst to support the UNDP Punjab SDGs Plus Project across multiple sectors. A total of 10 positions are available—one for each sector listed below. These positions are based in Lahore.

Background

The Government of Punjab, in collaboration with UNDP, has launched the Punjab SDGs Plus Project to accelerate the achievement of the Sustainable Development Goals (SDGs) through evidence-based planning and integrated policy support. Building on earlier efforts, the project focuses on strengthening institutional capacities, promoting inclusive development, and aligning provincial priorities with the 2030 Agenda. The Punjab SDGs Unit provides technical support to the Planning & Development Board across key sectors to drive progress on the SDGs.

Purpose of the Job

The Research Analysts will play a pivotal role in supporting evidence-based policy formulation and planning in alignment with the SDGs. Each Research Analyst will be assigned a specific sector and will work closely with the Punjab SDGs Unit and Planning & Development Board to conduct research, analyze data, and review development initiatives, ensuring they are aligned with the SDG framework and provincial priorities.

Key Responsibilities:

The Research Analyst will:

• Collect and analyze sector-specific administrative and secondary data to identify trends, gaps, and policy opportunities.
• Conduct expenditure and Annual Development Programme (ADP) utilization reviews.
• Appraise sectoral project documents (e.g., PC-I) to ensure alignment with the Punjab SDGs Plus framework.
• Assist line departments in the preparation and review of PC-I and other development documents.
• Prepare policy briefs, technical reports, and results-based monitoring frameworks.
• Support technical discussions and policy dialogues with international development partners.
• Facilitate engagement with stakeholders including government bodies, private sector entities, civil society organizations, and community leaders to promote inclusive development approaches.

• Agriculture and Food Security
• Infrastructure Development
• Economic Development
• Social Development
• Energy
• Water Resource Development
• Information Technology
• Environment and Climate Change
• Urban Planning
• Development Communication

Eligibility Criteria:

Education: Minimum Bachelor's degree in a relevant field such as:

• General Fields: Economics, Public Policy, Development Studies, International Development, Data Analytics, Social Sciences
• ·       Sector-Specific Fields (preferred): Agriculture, Civil or Infrastructure Engineering, Public Health, Social Development, Energy Systems, Water Resource Management, Information Technology, Environmental Sciences, Urban Planning, Mass Communication

Experience:

• 1-2 years of experience in research, policy formulation, data analysis, or advocacy in relevant sectors.
• Understanding of development frameworks, especially the SDGs, is highly desirable.

Skills:

• Strong analytical and research skills.
• Effective communication and writing skills in English.
• Ability to coordinate with diverse stakeholders.

Shortlisted candidates will be required to:

• Submit one policy research paper or data analysis brief demonstrating understanding of national or sub-national development issues, policies, or socio-economic trends.
• Provide documented evidence of contributions to stakeholder engagement, including involvement in consultations or dialogues with government, NGOs, private sector, or community leaders.
