Z.M.K. is seeking applications for the Position of Provincial Coordinator, HPV Vaccine Introduction, Punjab (NOA level) equivalent for UNICEF Lahore.
Job Description:
-
Facilitate coordination between the Provincial Department of Health and other departments involved in adolescent girls' social and health services.
-
Ensure quality inputs from Health, Education, Gender, and Nutrition departments for the development and implementation of the HPV operational plan, translating strategic directions into context-specific, gender-responsive, and equitable SBC interventions.

Establish functional coordination mechanisms to provide technical support to Provincial EPI in the design, implementation, and monitoring of evidence-based SBC activities aimed at enhanced demand generation and social mobilization.

Support the development of Provincial and District microplans and operational plans for HPV introduction in collaboration with relevant departments and communities.

Coordinate and support the capacity building of Social Mobilizers and frontline workers at the provincial, district, sub-district, and union council levels on demand generation and SBC activities.

Plan, implement, and monitor ACSM (Advocacy, Communication, and Social Mobilization) activities, documenting progress, lessons learned, and best practices, ensuring gender-responsive approaches to reach girls aged 9–14 years.

Design and implement special awareness programs, including seminars, school sessions, and trainings during the HPV vaccine introduction campaign, engaging healthcare providers, academia, religious leaders, professional associations, and schools.

Support the coordination of provincial trainings, material development, and context-specific communication tools for HPV vaccine introduction.

Develop and document human-interest success stories and photo essays during the HPV vaccine introduction campaign.

Leverage partnerships with organizations such as Pakistan Girls Guide Association and other relevant stakeholders to support advocacy, awareness, and demand generation activities.
Monitoring and Reporting:
-
Assist in the development of pre-, intra-, and post-campaign implementation and evaluation plans.

Monitor the development and rollout of detailed implementation plans across the province, down to the sub-district level.

Assess and report on campaign readiness starting five months before implementation and complete final reporting within two weeks after campaign completion.

Supervise the development of gender-responsive plans and microplans.

Provide weekly updates to UNICEF Lahore Field Office, UNICEF Country Office, and Government counterparts, and submit final reports within two weeks of campaign conclusion.

Provide technical guidance for monitoring, reporting, and documenting campaign progress.
-
Monitor vaccine distribution, deployment plans, and reporting on vaccine utilization at the campaign’s end.
Deliverables:
-
Pre, intra, and post-campaign implementation plans of UNICEF-approved provincial activities with timelines.
-
Monthly work plans and travel plans approved prior to implementation.
-
Monthly reports summarizing achievements against each activity plan, used as proof of work for payments.

Participation and reporting from monthly and weekly HPV Vaccine Technical Working Group (TWG) meetings and internal coordination meetings.
-
Need-based reports covering SBC coordination, awareness programs, seminars, school sessions, and advocacy engagements with academia and professional associations.
Minimum Requirements

Minimum of three (3) years of relevant professional experience in one or more of the following areas:
-
Social and Behaviour Change (SBC) in health, public health, social sciences, anthropology, or health systems strengthening.

Developing public health social behaviour change strategies.
-
Community-based social mobilization and familiarity with demand-side issues of the Expanded Programme on Immunization (EPI).
-
Working with immunization programmes at provincial and district levels with coordination across departments (health, education, gender, EPI).
-
Experience within EPI environments at provincial and district levels in Pakistan, with strong knowledge of health systems.

Strong written, oral, and verbal communication skills with effective coordination capacity.

Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.

Good command of data analysis and report writing.
-
Technical knowledge of community mobilization and social advocacy processes.

Fluency in English and in local languages such as Punjabi or Saraiki is required
