Job Summary

CARE is seeking Grants Coordinator to support a three-year Programme funded by the UKs Foreign, Commonwealth and Development Office (FCDO) AAWAZ II. The Grants Coordinator is responsible for managing a portfolio of grants to be allocated to during the period of the fund management under the AAWAZ II. The Finance & Grants Manager will play a critical role in ensuring timely and accurate grant reporting, tracking grant spending, developing spending plans, and managing internal disbursement of grant funding to awardees. The role will also provide key support to the Finance & Grants Manager and work closely with the Team Lead for programmatic and budgetary monitoring, compliance with donor and internal CARE rules and regulations and other key functions as required.

Job Responsibilities and Tasks: (70% of Time)

Financial Management:

  • Produce monthly financial reports, manage budget checks and accurate financial data is maintained for CARE and partners.
  • Prepare financial reports for review and evaluation of the Grants for local partners
  • Ensure compliance to FCDO policies, especially payment by results; - Review budget spending and enable accurate monitoring of project budget
  • Provide forecasting and develop financial reports for Project.
  • Manage financial procedures and payments to IP (where applicable
  • Ensure compliance of project spending to financial procedures
  • Ensuring that all financial documents/records are maintained as per FCDO guidelines and are available for spot checks/audits
  • Maintain detailed financial record on all project related transactions and expenditures.
  • Support the project team in revisions of budgets.
  • Ensure accurate and timely monthly (re)forecasting is in place, by running regular reports in FGMS on actuals, monitoring outstanding purchase orders, reviewing commitments, analysing and commenting on reasons for variances to plan and recommending corrective actions
  • Interpret and follow CARE’s and FCDO project procedures (project, financial and risk reporting) to ensure compliance with all systems and standards.
  • Develop rectorships with implementing partners, and stakeholders within country for financial management and reporting
  • Holds suppliers to account for delivering against contract.
  • Contributes to development of FCDO Project Management Plan (from financial perspective);
  • Identifies financial risks in a project or programme and puts together mitigation strategies.
  • Work closely with Team Lead, ACDP and Director PS on monthly BVA and make adjustments as necessary.
  • Work with Team Lead to ensure accurate forecasting of budget for CARE and partners.
  • Do monthly field visits to partner sites to do liquidations according to CARE and FCDO policies
  • Conduct due diligence of partners as and when required.
  • Develop partner's capacity building plan and ensure relevant trainings are conducted for partners.
  • Develop risk registers and update with Team Lead and partners staff on monthly basis and proactive work on risk management.

Accounts: (20% of Time)

  • Ensure compliance with FCDO accounting procedures
  • Ensure invoice payment performance conforms to FCDO guidance
  •  Ensure compliance with existing FCDO policies and best practice to reduce financial risk
  • Work closely with Finance team to ensure accurate reports are produced in a timely manner, and that confirmed expenditure reports and forecasts are submitted to FCDO, as agreed

PeopleSoft operations, workflows, roles and user management:(10% of Time)

  • Ensures that workflows are developed and implemented adequately
  • Budget holders and other users are trained properly in their roles
  • Ensures policies, procedures, user manuals and other quick reference guides are available to CO staff and disseminated
  • Ensures the maintenance and management of PeopleSoft chart fields (e.g. fund code and project ID requests, activity ID, category ID, etc.) and other tables (vendor files, cost allocation tables, users table, etc.) are performed timely and satisfactorily
  •  Investigates any system issues experienced by users, document and escalate to SSC
  • 50% travel to field locations including hard to reach areas Duty Station:- Islamabad appropriately.

A) Qualifications (Know How)

Required

Bachelor’s degree in accounting/ finance, MBA (finance) or ACCA and/or related field

Desired

Master’s in accounting/ finance or CA course; Additional certifications related to financial/ contracts management.

B) Experience/ Technical Skills 

3-5 years professional experience in managing non-profit grants and contracts with INGO Atleast 2 years of experience with a reputable organization preferably with and INGO Experience of working with international donors funding such as; FCDO, ECHO, EU, USAID.UN Experience of performing financial analysis and producing expenditure reports that supports effective decision making Strong ability to build relationships, collaborate with partners, external stakeholders and work effectively as part of cross organisation team. Experience of managing local partners
