Position Purpose

The Foundation for Ageing and Inclusive Development (FAID) is a national organization dedicated to promoting inclusive development, enabling people of all ages—especially older people—to lead dignified, healthy, and secure lives. FAID will implement the project titled “AGE-CARE: Advancing Geriatric Excellence through Community-based ICOPE and NCD Integration in Khyber Pakhtunkhwa,” with technical support from HelpAge International and funding from the SIDA.

 

This 12-month initiative will be carried out in close collaboration with the Ministry of National Health Services, the Health Department of Khyber Pakhtunkhwa, and the World Health Organization (WHO). The project aims to improve both policy and service delivery for older people by combining national-level advocacy with district-level implementation of WHO’s Integrated Care for Older People (ICOPE) model, integrated with the prevention, management, and treatment of Non-Communicable Diseases (NCDs).

 

The project includes three key outcomes:

  1. Finalizing and validating the national Healthy Ageing Framework through inclusive consultation processes.
  2. Piloting the ICOPE approach in Nowshera district of KP through health facility strengthening, community screening, and training of health professionals and facilitators.
  3. Advocating for the integration of ICOPE and NCD care into KP’s provincial health systems and Universal Health Coverage framework.

 

The Project Coordinator will serve as the lead focal person for the implementation of the AGE-CARE project, titled “Advancing Geriatric Excellence through Community-based ICOPE and NCD Integration in Khyber Pakhtunkhwa,” implemented by the Foundation for Ageing and Inclusive Development (FAID) with technical support from HelpAge International and funding from SIDA. This 12-month initiative aims to strengthen both policy and service delivery systems for older people through national-level advocacy and district-level piloting of the WHO ICOPE (Integrated Care for Older People) model integrated with Non-Communicable Disease (NCD) prevention and management. The project is being implemented in close collaboration with the Ministry of National Health Services, Health Department of Khyber Pakhtunkhwa, and the World Health Organization (WHO). The Project Coordinator will be responsible for overall project leadership, including coordination with national and provincial stakeholders, supervision of field-level implementation, facilitation of high-level advocacy, and oversight of project planning, reporting, and compliance. This role requires strategic thinking, excellent communication skills, and the ability to translate policy objectives into operational action plans. The position will also ensure that project activities are aligned with FAID’s commitment to inclusive development, and that the voices and needs of older people, particularly those with disabilities and from marginalized backgrounds, are meaningfully integrated into every phase of implementation. The Project Coordinator will play a key role in bridging national frameworks and grassroots realities, ensuring that the project contributes to sustainable, person-centered, and age-inclusive healthcare reform in Pakistan.

 

Key Responsibilities:

The key responsibilities of Project Coordinator are including:

1-     Project Planning and Coordination

-         Lead the development of detailed implementation plans, timelines, and operational strategies to ensure the successful delivery of all project components.

-         Coordinate with internal teams and external partners to ensure smooth execution of activities at national and district levels.

2-     Stakeholder Engagement and Advocacy

-         Facilitate coordination with key stakeholders including the Ministry of National Health Services, Health Department KP, WHO, HelpAge International, and local health authorities.

-         Represent FAID in national consultation workshops, provincial meetings, and policy dialogues related to healthy ageing and ICOPE integration.

3-     Technical Oversight and Quality Assurance

-         Oversee the piloting of the ICOPE model and integration of NCD services at the selected district level, ensuring fidelity to WHO protocols and inclusive approaches.

-         Provide technical input and supervision to ensure that community screening, health facility training, and service provision meet quality standards.

4-     Capacity Building and Support Supervision

-         Lead the planning and delivery of training sessions for health professionals, community facilitators, and project staff, ensuring inclusive and context-relevant content.

-         Provide continuous coaching, supervision, and technical guidance to Social Mobilizers, community facilitators, and implementing staff.

5-     Monitoring, Evaluation, and Learning (MEAL)

-         Work closely with the MEAL team to monitor progress, identify gaps, and adjust implementation strategies based on real-time data and feedback.

-         Ensure regular documentation of lessons learned, success stories, and best practices to inform scale-up and policy advocacy.

6-     Financial and Administrative Oversight

-         Monitor project expenditures, support procurement processes, and ensure compliance with donor and organizational financial policies.

-         Coordinate with admin/logistics staff to ensure timely arrangement of events, travel, training logistics, and material distribution.

7-     Reporting and Communication

-         Prepare and submit high-quality progress reports, donor updates, and internal briefings as per the agreed reporting schedule.

-         Contribute to knowledge products such as policy briefs, learning reports, and presentations for national and global dissemination.

8-     Safeguarding and Inclusion

-         Ensure all project activities are implemented in line with FAID’s safeguarding policies and uphold principles of dignity, equity, and inclusion.

-         Promote active participation of older people, women, and persons with disabilities in all aspects of the project cycle.

9-     Risk Management and Problem-Solving

-         Identify operational or contextual risks and proactively develop mitigation strategies in collaboration with field and senior management teams.

 

Specific duties and responsibilities

The specific duties and responsibilities for the position holder are including:

1-     Lead the overall implementation of the AGE-CARE project in line with the approved proposal, work plan, and donor guidelines, ensuring activities are delivered on time, within scope, and budget.

2-     Coordinate the review, revision, and finalization of the national Healthy Ageing Framework, including engagement with technical consultants, stakeholders, and government representatives.

3-     Plan, organize, and oversee three national consultation workshops, ensuring inclusive participation from all provinces, AJK, Gilgit Baltistan, and Islamabad Capital Territory.

4-     Supervise the district-level ICOPE pilot, including readiness assessments, coordination with health departments and facilities, and monitoring the establishment of Age-Friendly Care Corners.

5-     Ensure the training of 50 health professionals and 100 community facilitators is conducted with quality content, skilled trainers, and inclusive methodologies.

6-     Support community screening of 1,500 older people, coordinating with field teams and facilitators to ensure comprehensive assessments and referral pathways are followed.

7-     Oversee the provision and documentation of 500 assistive devices, ensuring transparent selection, distribution, and follow-up of beneficiaries in coordination with mobilizers and health facilities.

8-     Facilitate awareness campaigns and advocacy activities, including the development and dissemination of short videos and IEC materials related to healthy ageing and ICOPE.

9-     Lead the planning and hosting of the national learning and dissemination event, engaging stakeholders from government, WHO, CSOs, and academia to present project findings and promote scale-up.

10- Regularly review project progress through field visits, coordination meetings, and monitoring tools, identifying bottlenecks and proposing adaptive solutions.

11- Ensure proper documentation and communication, including timely submission of donor reports (narrative and financial), meeting minutes, field reports, and case studies.

12- Maintain close coordination with HelpAge International and WHO, providing updates, sharing lessons learned, and aligning with global frameworks and strategies for healthy ageing.

13- Ensure that gender, disability, and ageing inclusion principles are mainstreamed throughout all stages of project planning, implementation, and reporting.

14- Support the Monitoring, Evaluation, and Learning (MEL) agenda, including baseline, endline, case studies, reflection meetings, and generation of knowledge products.

15- Identify capacity-building needs of project staff and partners, and organize relevant refresher sessions, mentoring, and exposure visits as needed.

16- Contribute to donor visibility and external communication, ensuring that branding, messaging, and public communication align with SIDA, FAID, and HelpAge standards.

17- Ensure compliance with FAID’s safeguarding policies, financial and administrative procedures, and uphold principles of transparency, accountability, and inclusion.

Required qualifications and experience

ü  Master’s degree in public health, Development Studies, or related.

ü  At least 5 years of relevant experience in project management.

ü  Familiarity with ageing, inclusion, ICOP, NCDs, or inclusive programming preferred.

ü  Excellent coordination, facilitation, and report-writing skills.

ü  Good in report writing skills

ü  Good communication skills (preferably local languages)

ü  Ability to work in team and network with partners

ü  Good skills of computer
