1. Introduction/Background
Pak Mission Society is a National Humanitarian and Development organization established in 2004 and PMS is focusing on serving vulnerable and unreached communities, especially in difficult-to-access areas. PMS has been working in District Rajanpur since 2013 and has implemented various development and emergency projects. Recently, it launched a new initiative titled "Strengthening and Rebuilding Resilience of Flood-Affected Communities in Rajanpur." The project is supported by Humedica International with funding of German Ministry of Economic Cooperation and Development (BMZ). The project covering three thematic areas Disaster Risk Reduction (DRR), Water, Sanitation and Hygiene (WASH) and livelihood in which all interventions are linked with the purpose of reducing the vulnerabilities of targeted communities with specific reference to their livelihood, well-being, and presence in disaster-prone area.
A core component of the DRR strategy is to build the capacity of Village Development Committees (VDCs), school staff, and local leaders to anticipate, respond to, and recover from disaster risks. This DRR Capacity Building ToT will equip project team with the skills to conduct DRR sessions within their communities, school staff, and local leaders using participatory and practical methodologies.
2. Objectives
- To build the capacity of project team as master trainers on Disaster Risk Reduction.
- To develop and provide user-friendly DRR training handouts.
- Develop a manual on DRR
- Develop IEC material for community-level dissemination.
3. Scope of Work
The consultant will be responsible for the following tasks:
- Design a Disaster Risk Reduction Manual tailored to the needs of rural community committees.
- Prepare and deliver 5-day TOT sessions for the PMS project team.
- Develop a Training Kit including handouts, tools, exercises, and learning aids.
- Design IEC Material for communities to reinforce key DRR concepts.
4. Timeframe
The assignment would be required to be completed in all aspects within one month from the date of contract signing. The training would be required to be completed within the stipulated time frame/schedule agreed by both parties. Expected dates of training will be communicated later by PMS to the selected candidates.
5. Deliverables
The consultant is expected to provide the following key deliverables as part of the assignment:

6. Methodology
The consultant will apply a participatory and learner-centered approach for all deliverables:
1. Manual Development
- Literature review.
- Draft manual submission and feedback from PMS before finalization.
2. Training Kit & Handouts
- Visual aids, activity cards, group exercises, and scenario-based simulations.
- Clear, simplified language with focus on functionality for low-literacy participants.
3. IEC Material Design
- Key DRR themes (e.g., Mitigation, Preparedness, Response, Rehabilitation and Recovery).
- Community-friendly layout and language in Urdu.
4. Training Delivery
- Participatory tools like storytelling, group discussions, role plays, games, and real-life scenarios.
- Use of pre- and post-tests for assessing learning impact.
5. Final Report
- Analysis of attendance, participation, assessment results, and training effectiveness.
- Summary of lessons learned and recommendations for future community trainings.
7. Selection Criteria
The individual consultant or firm must meet the following minimum qualifications:
- Master’s degree in Disaster Management, Environmental Sciences, or a related field.
- At least 5 years of experience in community training or leadership development.
- Experience working with rural communities and local committees.
- Proven expertise in training design, delivery, and impact evaluation.
- Proficiency in Urdu and strong facilitation skills.
- Experience with gender-inclusive training approaches is a plus.

9. Desired Competencies, Technical Background, and Experience
Experience and Qualifications (30%): The ideal consultant should possess the following:
- Deep understanding of DRR.
- Ability to develop practical, behavior-based training materials.
- Experience working with VDCs or community-based organizations.
- Strong verbal and written communication in Urdu and English.
- Familiarity with development and humanitarian standards.
10. Technical Proposal
Technical Approach and Methodology (40%): The technical proposal must clearly demonstrate the consultant's understanding of the assignment and include the following:
- Training methodology and proposed tools for DRR.
- A structured 5-day training agenda.
- Outline of the DRR content and structure.
- Strategy for pre/post-training assessments and community feedback.
- Approach for IEC material design and TOT
11. Financial Proposal
Cost Reasonableness & Efficiency (30%): The financial proposal must:
- Clearly outline the total cost, inclusive of consultancy fees, taxes, and any other applicable charges.
- Be cost-effective and reasonable, reflecting fair market value.
12. Payment Terms
Payments will be made at the end of assignment
- 100% at the completion of assignment
Note: All logistics, including travel, accommodation, and meals for a firm or individual consultant, will be the responsibility of the consultant.
