About the Role: 

The Thematic Programme  Lead – Humanitarian Action & DRR will be responsible for providing strategic leadership, technical expertise, and programmatic direction for PMS’s Humanitarian Action and Disaster Risk Reduction (DRR) programming. This role involves business development, program quality assurance, strategic partnerships, and advocacy to position PMS as a key actor in humanitarian action and DRR at the national and international levels.

Job Function/Descriptions

Business Development

  • Contribute to the development of the Humanitarian Action and DRR strategy aligned with PMS Strategic Plan 2024–2030.
  • Conduct donor mapping (national and international) and build strategic networks with donors, partners, and climate actors.
  • Develop and implement comprehensive fundraising and positioning plans, targeting institutional, bilateral, and multilateral donors.
  • Lead the design and development of high-quality concept notes and proposals, ensuring alignment with donor priorities and PMS’s strategic objectives.
  • Oversee financial forecasting and planning for climate programming.

Program Development

  • Develop a roadmap and SOPs for mainstreaming Humanitarian Action and DRR across all PMS programs.
  • Provide capacity building to program teams to ensure effective integration of DRR components.
  • Design sector-specific tools and templates to enhance program quality and consistency.
  • Conduct technical reviews of project reports and support teams in meeting donor and PMS standards.
  • Lead quality assurance and monitoring visits, utilizing DRR-specific tools and frameworks.

Communication and Visibility

  • Work closely with the Communications team to maintain updated website content and visibility materials for Humanitarian Action and DRR programming.
  • Ensure effective documentation and dissemination of PMS’s work to stakeholders and partners.

Partnerships and Networking

  • Secure memberships and accreditations with relevant national and international DRR and Humanitarian networks and alliances.
  • Represent PMS at policy forums, technical roundtables, conferences, and other strategic events.

Research and Studies

  • Oversee project evaluations, feasibility studies, and needs assessments in Humanitarian Action and DRR.
  • Lead research initiatives exploring emerging themes such as anticipatory actions, youth engagement, localization, and social cohesion.

Internal and External Compliance

  • Support due diligence during donor onboarding and proposal development stages.
  • Ensure compliance with internal audit requirements and coordinate with Finance and MEAL teams to meet external audit standards.

Program Quality and Control

  • Drive the digital integration of Humanitarian Action and DRR processes into PMS’s ERP system.
  • Mentor team members, encourage professional growth, and technical expertise.
  • Implement program quality control measures, including the adoption of global best practices in DRR.

Job Specifications:

Education:

  • Master’s degree in Disaster Management, Development Studies, Social Sciences or a related field.

Work Experience:

  • Minimum 8 years of professional experience in humanitarian programming, DRR, or related areas within the development sector.
  • Proven experience in business development, proposal writing, and managing large-scale humanitarian projects.
  • Strong understanding of donor requirements (e.g., USAID, ECHO, DFID, UN agencies) 

Skills and Competencies:

  • Strong leadership and team management skills.
  • Excellent communication, negotiation, and networking abilities.
  • Proficiency in program quality assurance and compliance standards.
  • Ability to work in a fast-paced environment and manage multiple priorities.
  • Familiarity with ERP systems for programme management is an advantage.
