Background:
Pakistan Red Crescent Society (PRCS) is auxiliary to the public authorities and augments the efforts of the government and its public authorities in disaster preparedness and response. Established through an Act of Parliament in 1948, PRCS support remained instrumental during mega disasters and large-scale emergencies with EQ 2005, Floods 2010 and 2022 and Internal Displacements 2009-2014 some of the worth mentioning.
Apart from considerable relief assistance, PRCS also delivers relevant humanitarian services which includes health interventions, First Aid and Pre-hospital emergency care, Blood donations, Restoring Family Links, Risk Awareness and Safer Behaviour and a wide range of community resilience initiatives and projects across the country. Being member of the Red Cross Red Crescent Movement, PRCS operations and programs are largely supported by the Movement Partners.
PRCS is a 3-tiers structures comprising of National Headquarters in Islamabad, 07 provincial/Regional Branches (KP, MAs, Balochistan, Sindh, Punjab, AJK and GB) and around 49 District Branches. PRCS operations, programs and services are supported by mobilizing its largest country-wide network of volunteers.
By virtue of its constitution, the President of Pakistan is the President of PRCS while Provincial Governors are the Presidents of the respective provincial/regional branches. The President of Pakistan appoints the Chairperson and validates the Managing Board and the same replicates at provincial/regional branches level. The Secretary General is the Management head at national level while Provincial Secretaries leads the management level at provincial/regional level.
In this regard, PRCS seeks services of highly professional firms/individuals for conducting a comprehensive assessment to support PRCS in identifying common security risks, existing capacity of PRCS to cope with those risks as well to develop a clearly defined roadmap for enhancing PRCS capacity in managing operational security risks.
Objectives of the consultancy services/Key deliverables

Conduct safety & security risk assessment (SRA) in selected districts* of KP, Merged Areas, Balochistan, AJK 
- 
PRCS Security Management System 
- 
Conduct capacity assessment of PRCS – structure and system for managing operational security risk 
- 
Premises assessment of PRCS offices/facilities in KP, MA, Balochistan and AJK and National Headquarters, Islamabad.

Identify and prioritize key areas of improvement 
- 
Develop a comprehensive roadmap for enhancing PRCS security management focusing on systems, structure and people.

Develop Safety & Security regulations and guidelines for each site based on SRA

Whom are we looking for?
- 
Most relevant organizations/firms/professional individuals with proven track record of working in humanitarian sector with particular focus on Security Risk Management. 
- 
Minimum 10 years of specialized practical experience in the field of Security Risk Management in humanitarian sector, preferably in fragile and sensitive contexts. 
Interested firms/consultants are requested to submit their proposals covering following minimum details:
