JSI has been operating in Pakistan for 25 years. In Pakistan, JSI is implementing the Integrated Health Systems Strengthening and Service Delivery Activity (IHSS-SD) funded by USG. The project works extensively with national and provincial governments, NGOs, and the private sector to expand access to health services. IHSS-SD Activity is committed to improving technical and institutional capacity through technical assistance and training, strategic information management, health systems strengthening, and policy development. The IHSS-SD Activity will improve the health of underserved populations in Sindh using innovative approaches in Global Health Security (GHS), Tuberculosis (TB), and Health Systems Strengthening (HSS).

This position involves multitasking and will work with teams, oversee the operations within the JSI, manage employees, coordinate with management and engage employees in planning according to the needs of the project. This position will ensure the internal controls are in place and comply with the standard of US/Pakistan Government and JSI/HQ policy and procedures.

The position reports to the Director Finance and Operations.

Duties and Responsibilities:


Human Resource:

  • Maintains JSI’s Local Hire Employee Manual (LHEM) in line with JSI requirements and local labor law, and ensures consistent and equitable implementation of organizational policies
  • Responsible for all aspects of the employee life cycle including recruitment, on boarding and orientation, performance management, trainings and development, status changes, retention and termination
  • Manages recruitment activities such as advert placement, shortlist development, conducting interviews and reference checks, filing all interview records, and preparing new employee entry materials
  • Manages consultants and maintains consultant files
  • Issues and manages employees’ contracts for all staff
  • Manages Human Resources initiatives for JSI, collaborating with senior level management and consultants to foster a caring and thoughtful work environment
  • Manages compensation and benefits for project staff and administers benefits programs such as life, health, severance, vacation, sick leave, leave of absence, and employee assistance on every step
  • Attends relevant HR conferences/trainings/meetings and continual professional development for employees and as well as for JSI
  • Identifies legal requirements and reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Manages new employee onboarding and orientation and conducts relevant sessions to foster positive attitude toward JSI goals
  • Assists COP in appropriate resolution of employee relations issues
  • Responds to employee inquiries regarding HR policies, procedures and HR issues
  • Provide employee services, such as short term, contractual, search firms, or relocation policy
  • Processes payroll and manage EOBI requirements
  • Oversees performance management, assessment and improvement initiatives that drive high performance
  • Oversees the online web portal of timesheets (Replicon) and provide assistance to staff
  • Manages all personnel files and ensure a high level of confidentiality in all issues related to staff

Administration:

 

  • Manages Office Management / Administration under USG Compliance
  • Responsible for Facility management (Housekeeping, General Maintenance, Civil work)
  • Responsible to manage company assets/stocks Management (Complete inventory, asset coding system as per USG guidelines)
  • Manages Janitorial Staff Management (Contracts of third party and clearance of their security as per local security protocols)
  • Responsible for Project Management (Setup of new offices from renting an office to refurbishment)
  • Processing Invoices of administrative vendors payments
  • Any other task as and when assigned by the Supervisor

Safety and Security:

  • Serves as the Safety and Security Focal Person (SSFP) and perform duties as outlined in the Pakistan Safety and Security Manual
  • Ensures that all staff are provided with an orientation on general safety and security
  • Conduct regular site security assessment of office facilities, events venue and ensure that infrastructure and security systems and equipment are active, and operational
  • Provides guidance and advice to the project staff on specific security situations and while travelling
  • Acts as the head of Emergency Calling Tree in case of any emergency situation and serves as the focal point in case of Emergency Evacuation. 
  • Serve as the primary security point of contact for the activity and responsible for the safety and security of
  • IHSS-SD staff and consultant
  • Provides routine security updates to COP, DF&O and JSI staff
  • Oversees security and guard operations at offices and COP residence

Qualifications:

 

  • Master’s degree in Human Resources Management, Business Administration, Public Administration, or a related field
  • A minimum of 10 years of progressive human resources experience, preferably with international NGOs, development organizations, or donor-funded projects, at least 5 years of which are in a senior HR or management role with demonstrated leadership and oversight of HR functions
  • Proven experience working on USAID/U.S. Department of State funded projects, with
  • knowledge of USG rules, regulations, and personnel compliance requirements
  • Familiarity with administrative procurement actions and office operations, ensuring
  • compliance with USG rules and regulations
  • Demonstrated ability to develop, implement, and maintain HR policies, procedures, and systems, including:
    • Compensation and benefits administration
    • Performance management systems
    • Staff orientation and onboarding
    • Exit and separation management
  • Understanding of Pakistan labor laws and experience developing and implementing aligned HR policies
  • Experience implementing organizational security policies (oversight of facilities and equipment, third-party security providers, security SOPs and emergency response, etc.) preferred.
  • Excellent coordination, communication, and interpersonal skills, with the ability to work effectively across teams and functions
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and familiarity with online timesheet and leave management systems
  • Demonstrated cultural sensitivity and ability to work effectively in a multicultural, fast-paced environment, including the ability to perform under pressure
  • Willingness and ability to travel as required to support project and operational needs
