Based in Islamabad, the Alternate Development Services Pvt. Ltd (ADS) is a research and capacity development firm. It is registered with the Securities and Exchange Commission of Pakistan (SECP). ADS possess elaborate experience of policy review and project implementation in the areas of alternative and renewable energy transition, industrial decarbonization, and addresses the effects of global warming, climate change, and environmental conservation on society, economy, businesses, and people’s livelihood in general. 

ADS envisions generating an enabling environment for informed policy positions, nature-friendly and people-centered development, as well as energy consumption and transition. It is rapidly emerging as a known entity striving to persuade, facilitate, and monitor Pakistan’s corporate sector in transitioning from fossil-powered energy to renewable and sustainable sources of energy, such as wind, solar, bio, and other green, clean, and climate-friendly sources of energy. ADS believes in employing alternative sources of energy, not only help minimize global warming and arrest greenhouse gas emissions (GHGs) but also to help in sustainable business growth and profitability as well.

The Alternate and Renewable Energy Campaign (AREC-Pakistan) is ADS’s ensuing campaign for transforming the corporate sectors’ sources of energy towards clean and green ones. ADS strives to encourage the corporate sector (specifically food and beverage corporate entities, textiles, sports, and leather industry and respective supply chains) and MDBs to switch to Net-Zero by transforming their high-carbon-emitting and polluting sources of power to alternative, sustainable, greener, and cleaner sources of energy. 


Duty Station: Islamabad-based with likely travel to Punjab, KP, Sindh, and Balochistan, depending on project requirements.


Role Purpose: The Climate Finance and Energy Transition Officer (ETO) will lead and support ADS’s technical and analytical work on climate finance, energy transition, and just transition frameworks, with emphasis on mobilizing climate finance, strengthening accountability mechanisms, and advancing clean-energy integration in Pakistan.


The incumbent will conduct sectoral assessments of energy consumption and carbon emissions, analyze associated environmental and atmospheric impacts, and contribute to the design of low-carbon development and energy transition plans. The role includes preparing analytical reports, policy briefs, and communication materials, supporting evidence-based advocacy with MDBs and government counterparts, and promoting renewable energy, energy efficiency, and sustainability-linked interventions aligned with ADS’s objectives on GHG reduction, Net-Zero commitments, and workforce reskilling.


Corresponding to the project requirements, ADS is looking for a ‘Climate Finance and Energy Transition Officer (CF&ETO)’ to assume the following responsibilities: 

  1. Developing and implementing a green strategy and business plan, as well as overseeing its environmental initiatives and help us make a difference in this regard.

  2. Understand the aspects of energy generation, conservation, and energy efficiency, be able to research, draw Pakistan’s energy mix analysis, energy use data, and document the current status and future progress to its commitments to RE100 by 2030; 

  3. Negotiate and propose sustainable energy solutions of the corporate sector (specifically food and beverage corporate entities, including their supply chains, Textile Industry, Sports Industry, along with Apparel Production and MDBs);

  4. Support the development of tools, frameworks, and Monitoring, Reporting, and Verification (MRV) protocols to promote just transition safeguards and sustainable energy practices with stakeholders, including government, MDBs, and financial institutions.

  5. Contribute to climate finance advocacy, research, and stakeholder engagement, including policy dialogues, workshops, and evidence-based initiatives to advance low-carbon solutions, renewable energy, and workforce reskilling.

  6. Ensure that the selected corporation’s green or potentially green initiatives support their business strategies and contribute, rather than enhance their bottom-line profits. Using multiple negotiation strategies, the position holder is going to suggest that select corporates to adopt and implement their energy-savings plans and prefer using renewable sources of energy;

  7. Simultaneously, the incumbent is going to identify and communicate the benefits of green and clean energy procurement and supply green-energy-labelled products to the clients and consumers;

  8. Lead ADS’s project meant to reduce Greenhouse Gas (GHG) emissions, and minimize global warming and environmental degradation;

  9. Support in engaging MDBs and key government counterparts through targeted consultations and workshops to present evidence and influence ongoing and pipeline programs by promoting stronger accountability mechanisms, performance-based improvements, and clean-energy integration.

  10. Participate actively in other like-minded network groups that share a focus on similar other dimensions of green and clean energy;

  11. Develop and maintain coordination and collaboration with the respective ministries, departments, and institutes, such as the Ministry of Climate Change (MoCC), the Ministry of Energy (MoE), Private Power Infrastructure Board (PPIB), National Energy Efficiency & Conservation Authority (NEECA), and other relevant government and non-government entities, such as Chambers of Commerce and Industries (CCIs), sector wise business associations, banking institutes and associations etc.;

  12. Maintain ADS’s relations with I/NGOs and other Civil Society Institutes to serve the cause of arresting global warming, eliminating GHGs, and promoting renewable energy in the country.

  13. Collect, organize, and analyze data as per the requirements of the research or a training activity.

  14. Document and analyze research data (primary and secondary);

  15. Responsibly and carefully handle other relevant tasks as assigned by the Chief Executive and the Programme Manager.

  16. Perform additional tasks as assigned by the head of the organization or the corresponding manager. 

Knowledge, Skills, and Experience Required:   

Strong preference will be given to PhD candidates. We are seeking a highly qualified individual with at least master’s degree in disciplines such as Energy Policy, Climate Finance, Environmental Economics, Engineering, Development Studies, or related fields.

The ideal candidate will possess excellent writing and research skills, demonstrating a proactive and self-motivated approach. This role entails independently spearheading projects, leveraging organizational support when needed. The successful candidate will play a pivotal role in taking the initiative, ensuring the effective leadership and execution of projects within our organization.


The ideal candidate should also possess:

  1. Minimum 5 years of relevant experience in climate finance, energy transition, renewable energy, or climate policy, understanding of Competitive Trading Bilateral Contracts Market (CTBCM), along with experience of running a campaign on its own and lobbying for clean and green energy consumption; 

  2. A good understanding of energy and climate institutions, including NEPRA (National Electric Power Regulatory Authority), DISCOs and GENCOs (responsible for electricity distribution and generation), PPIB (Private Power & Infrastructure Board), and NEECA (National Energy Efficiency & Conservation Authority), along with their functions, mandates, and objectives, will be appreciated to support energy transition and climate finance initiatives.

  3. Strong understanding of Pakistan’s overall energy sector, renewable energy development, climate policy landscape, and international climate finance mechanisms.

  4. Proven skills inresearch, negotiation, stakeholder engagement, and policy advocacy.

  5. Excellent written and verbal communication skills. 

  6. Competence to manage, document, and report the project’s progress, work effectively under pressure situations, meet deadlines, collaborate in a team, learn and pay attention to details, follow the advice of the portfolio lead, write clear and comprehensive reports or proposals, and be capable and willing to multitask.
