CHILD SAFEGUARDING:

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The MEAL Officer assists the MEAL &MIS Coordinator in MEAL system for the Pakistan Country Office. The role is responsible for ensuring fully embedded practical and effective mechanisms for MEAL within the field offices/projects, and ensuring MEAL is built into all stages of program life cycle. The MEAL Officer will also serve as the information sharing and AAP focal person for the field office/projects.”

Role Dimensions: The post holder will be responsible for implementation of MEAL system at field level supporting Save the Children Pakistan’s humanitarian response projects.

KEY AREAS OF MEAL:

Key Performance Areas:

1.     Monitoring:

  • Develop, roll out, and manage monitoring plans per commitment of SCI
  • Conduct regular field monitoring visits of project interventions by filling quality benchmark checklist, do necessary briefing with program team and finalize agreed action point
  • Also update QB tracker on online management information system for all visited sites
  • Facilitate MEAL & MIS Coordinator to coordinate with provincial program team and manage filled QB checklists and QB tracker in an organized way and take follow up for timely closure of QB action points  
  • Facilitate MEAL & MIS coordinator to analyze quality benchmark tracker and action points for close out and improvement in project intervention at provincial level
  • Coordinate with partner’s MEAL focal points to ensure QB tracker and FRM database is maintained and shared to SCI provincial office MEAL team for all projects in the province
  • Support MEAL & MIS Coordinator in developing MEAL plan and maintaining Indicators Performance Tracking for projects for progress measurement reporting
  • With support of direct supervisor, develop customized monitoring tools and checklists for different components of project
  • Facilitate, where required of the relevant staff in monitoring and evaluation/ research and documentation

2.     Evaluation:

  • Support MEAL & MIS Coordinator to conduct and manage baseline, midline and endline evaluation and any research/assessment/post distribution monitoring as per the agreed protocols of SCI with close coordination with SCI CO team
  • Maintain data archive for all research, evaluation and assessment at provincial level with close coordination with CO team

3.     Accountability:   

  • Support establishment of accountability mechanisms specific to project and generic to organization
  • Support to implement and manage Accountability to Beneficiaries mechanisms using already established hotline mechanisms, feedback form, SMS etc
  • Support as focal person for the managing the hotline number for FCRM
  • Consolidate and manage feedback response mechanism tracker based on the feedback of beneficiaries and actions taken by the relevant authority with the guidance of MEAL & MIS Coordinator at Country Office

4.     Learning:

  • Manage project learning documents repository for access of all program staff members at provincial level
  • Archive all lesson learnt, challenges and gaps identified during the project implementation
  • Any other tasks given by the line manager

QUALIFICATION & EXPERIENCE AND SKILLS:

  • Bachelor’s degree preferably in social sciences, management science or relevant discipline
  • Minimum 3 years of MEAL experience, experience on thematic areas relevant to Save the Children programming including Child Protection, Education, Health and Nutrition, Food Security and Livelihood, and/or Climate Change will be a plus point 
  • Candidate having accountability to beneficiary system experience will be preferred 
  • Expertise in MS Office
  • Ability to work under pressure and adjust to difficult living and working condition
  • Good interpersonal and communication skills, proficient in report writing and documentation
  • Demonstrated experience in handling nationwide data collection and analysis
  • Ability to handle the culturally sensitive issues of the society and guide field staff
  • Excellent facilitation, communication and interpersonal skills
  • Strong skills of report writing and presentations
  • Willingness to work under pressure and stressful situations without compromising on deadlines or quality
  • Strongly resilient to unfavorable situations
  • Fluency in English, both verbal and written, preferred
  • Addition to programming language and tools good computer skills (MS Word, Excel and PowerPoint)

  • Excellent communication skills including report writing, verbal and presentation skills
  • Knowledge of response projects and MEAL in emergency would be an asset
