Purpose:

The Regional ICT Coordinator, based in ISL, manages and organizes all matters related to ICT systems and services in the countries covered by the ISL and BEJ Regional Delegations. The role requires a strong leader with excellent management skills, capable of overseeing diverse teams and ensuring the delivery of ICT services that align with the Global ICT Strategy. While a solid technical background is essential, the role also values experience in ICT management and data-driven approaches to enhance operational efficiency and decision-making.

Main Responsibilities:

  • Ensures relationships with key staff in the delegation to advise on ICT-related matters and ensure the alignment of the ICT department with operational priorities and institutional strategies.
  • Ensures that information systems requested by delegation management are in place in terms of innovative solutions and daily use, while guaranteeing uninterrupted service and integration with the ICRC's overall information system.
  • Ensures that policies, rules, and procedures are in place, adapted to the local context and operational needs, and followed by users.
  • Negotiates contracts and facilities agreements with local providers and defends the ICRC's interests.
  • Ensures the implementation, maintenance, and monitoring of communications infrastructure in accordance with institutional guidelines, policies, and local conditions.
  • Cyber security resilience, implements and enforces ICT security measures, ensuring compliance with institutional cybersecurity standards and operational security regulations.
  • Supervises tests on ICT equipment, hardware, software networks, and other devices to ensure optimal performance and standard configuration.
  • Organizes awareness activities to improve staff digital and cyber literacy, as well as understanding of the ICT policies and tools.
  • Collects needs expressed by delegation staff and evaluates with regional and global ICT teams’ possibility to fulfill them.
  • Manages and leads ICT support teams, focusing on team development, collaboration, and operational excellence.
  • Ensure ICT preparedness, coordinate updates, and collaborate with SCMS to support delegation security and operational contingency planning.

Accountabilities and Responsibilities:

  • Oversees “Accountabilities and Responsibilities” as mentioned in the second section for both ISL and BEJ regional Delegation and is therefore in regular contact with the relevant persons electronically or by travel.

People Management Responsibilities:

  • Support team, in the Performance Management, Setting objectives, continuous feed-back, and intermediate review.
  • Team Development, coach and lead the team. Focus development and capacity building, identify and support training needs.
  • Provide support in career development and capacity building by ensuring that ICT staff participate in relevant training (institutional, I Develop, etc.).
  • Conducts / participates in the staff performance appraisals. Identify training needs. Address it to relevant hierarchy.

Team supervision: 

  • Develop with the team the plan of action and ensure proper follow-up and timely feedback
  • Develops and maintains a pleasant working atmosphere with colleagues and superiors.
  • Participates in conflict management.
  • Participates in internal meeting

Main Requirements:

Typically, 12 years overall professional experience including:

  • Minimum 4 years' proven track record as manager of an ICT team, including management of financial, material and human resources in a diverse and complex ICT operations setup.
  • 4–5 years' troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk, etc.).
  • Minimum 4 years' experience as an ICT Engineer.
  • Experience in managing ICT projects, particularly in multi-country or regional contexts, is highly desirable.
  • Experience in digital transformation initiatives or data-driven projects is an asset.

Education Requirements:

  • Post-graduate degree in telecommunications, electronics, computer science, or a related field
  • ICT management certification (e.g., ITIL, COBIT).
  • Certification in project management (e.g., PMP, PRINCE2) or Agile methodologies is an asset.
  • Microsoft certification (MCSA level) or equivalent.
  • A solid technical background in ICT systems and services is required, even if not recent
