General mission

Under the responsibility of the Technical Head of Programme and the technical supervision of Protection global Specialists, the Protection Technical Specialist contributes to the implementation of the strategy of Humanity & Inclusion in Pakistan. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she contributes to the sound management and successful functioning of the overall organisation through paradigm shifts. He/she effectively coordinates with global specialists to ensure that the Pakistan Protection program adheres to HI’s global sectoral quality standards, and contributes to global strategies and approaches.

Missions / responsabilité



Mission 1 : Expertise

1.1. Contribute to the country strategy on Protection including child protection and GBV in line with the global strategies

  1. Provide sectorial technical input to the operational strategy of program (StratOP) for Protection, in line with the global technical strategy (Stratech) and ensure relevant follow up.

  2. Develop a thorough understanding of the protection environment in the Pakistan context and provide country team with updated protection analysis and strategic guidance, including on specific technical programming aspects (protection/CP/GBV case management, community-based protection mechanisms, specialized CP and GBV interventions and others)

  3. Support the development and periodic review of the country’s Protection strategic priorities, ensuring alignment with HI’s global technical strategies and relevant international guidelines

1.2. Ensure technical support to projects in line with the global technical frameworks and standards in Protection including child protection and GBV

  1. Provide tailored technical guidance and support to Project staff to ensure quality design and implementation of Protection activities, which includes adapting global standards, SOPs and tools to the Pakistan context, supporting proposal development and narrative report writing and ensuring alignment with HI’s technical frameworks and transversal approaches. 

  2. Ensure technical coherence and integration of protection within multi-sectoral and integrated projects (e.g. emergency basic needs, inclusive Health, Rehabilitation, inclusive education etc) , working closely with other sectors

  3. Ensure a local sectorial watch on emerging trends, evidence-based practices, and innovations in Protection. Systematically identify, document, and disseminate best practices for adaptation and scale-up across HI’s interventions in Pakistan 

  4. Contribute to recruitment and briefing/debriefing when relevant

1.3 Ensure technical learning from projects

  1. Initiate and/or implement to projects’ technical learning within protection sectorial scope

  2. Support the integration of learning into project design and strategic planning by providing technical recommendations on Protection 

  3. Collaborate with MEAL teams to ensure Protection indicators are designed to support meaningful technical learning and evidence generation

1.4 Control & monitor the technical quality and the relevance of HI’s activities in the Programmes in Protection including child protection and GBV

  1. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations

  2. Monitor the implementation of audit recommendations, if applicable, in his/her sectorial scope

  3. Ensure adequate support partners to manage activities under his / her scope

  4. Collaborate with Project Managers and MEAL teams to ensure monitoring tools capture both quantitative outcomes and qualitative dimensions of service quality

1.5. Ensure compliance of Protection technical propositions with nexus stakes

1.6. Contribute to the development of research and innovation projects in the region when relevant, in Protection including child protection and GBV

  1. Suggest and steer technical innovation projects 

  2. Propose (Identify) the priorities of Research and Studies and steer R&S

1.7 Contribute to the Technical Divisions professional channel facilitation within the program

  1. Take part to the global animation of the professional channels related to Protection sectors

  2.  Animate a local talent pool in his/her sectorial scope and ensure co-development and monitoring of professional development plans

  3. Ensure adequate technical supervision and coaching of Protection teams (including technical supervision for case management as needed)


Mission 2 : Influence 

Contribute to the local external prestige and influence of HI’s expertise in Protection (CP & GBV)

  1. Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation in Protection Cluster, CP and GBV working groups and other relevant coordination fora) 

  2. Contribute to advocacy on specific themes in line with the sectoral and global advocacy priorities 

  3. Contribute to communication messages locally in line with the sectoral and  global communication priorities. 


Mission 3 : Business development. 

Ensure the development of major opportunities or new projects in the region uin Protection (including CP and GBV) 

  1. Lead or contribute to the context analysis in Protection, including CP and GBV.

  2. Lead or contribute to the design and writing of new projects in Pakistan

  3. Identify & transform major opportunities in Pakistan in Protection

  4. Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under Protection 

  5.  Contribute to the conception of major projects (multiple countries, one theme) or of new projects in Pakistan

 

Mission 4: Management 

Ensure Technical supervision of protection officer

  1. Technical Supervisor: Serve as the primary technical supervisor for the Social Workers/case management workers , ensuring regular technical supervision sessions, including case discussions, methodological guidance, and quality assurance. Provide continuous support to strengthen their technical competencies, ensure alignment with HI’s Protection approaches, and promote learning through feedback, co-reflection, and mentoring.

Mission 5: Emergency preparedness and response responsibilities 

Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response. 




Qualification 

  • Master’s degree in social sciences, social anthropology, law and women’s rights, sociology, gender, cultural studies or other relevant field

  • Preferable Proven experience in working with technical teams

Experience


  • At least 5 years professional experience in implementation of protection projects in a technical protection role.

  • Experience in representation and networking

  • Experience working in a conflict or post conflict zone required.

  • Experience providing technical support to teams remotely is an asset

  • Proven experience in building capacities, including training and mentoring and supervising staff remotely.

  • Field experience is mandatory. Experience in the region is highly desirable. 

  • Preferable Significant experience in integrated protection programming 

  • Extensive experience in implementing protection interventions addressing risks related to disability, gender, and age (DGA)
