Job Summary:

The Local Government and Municipal Services Specialist will provide technical guidance and strategic support to strengthen local government systems, policies, and institutional capacities under an anticipatory project. The incumbent will analyze existing local governance structures and identify capacity gaps in municipal service delivery, particularly in areas such as water supply, sanitation, sewerage, and waste management at the village level. The Specialist will work closely with the team, consultants, and project staff to develop practical and sustainable options for reforming local government mechanisms to enable effective behavior change interventions. This includes advising on institutional strengthening, policy improvement, and the development of capacity building frameworks for elected representatives and officials. The Specialist will also contribute to the design of training programs, manuals, and tools that address service delivery challenges and promote improved municipal performance. Additionally, the role involves coordination with technical experts to ensure alignment between local governance needs and the broader project goals of improving WASH services and community well-being.

This position is being advertised for an anticipatory project, with the duty station to be based in either Islamabad or Lahore.

1- Technical Support & Advisory on Local Government Systems (30% of the time):

- Provide support, advice and guidance to the project team on local government systems, business processes, institutional structures, policy framework, training and capacity building needs etc.

- Assist and advise the Team Lead on developing a range of viable and feasible options on behavior change reforms through improving the local government structure, policy, and implementation.

- Provide input to the BCC team on characteristics of enabling local government environments that ensure better designing, implementation and sustainability of capacity building reform initiatives.

- Provide input in designing of training programs, manuals, and tools and other relevant materials for various tiers keeping in view the municipal service delivery system in the villages.

- Coordinate with module developer/experts for providing input on the needs of various subcomponents within the local government and municipal systems.

2- Capacity Analysis & Institutional Assessment (25% of the time):

- Coordinate with other consultants and project staff and provide technical input in assessing the capacity of local government officials and elected representatives in service delivery and identify skills gaps in the system.

- Analyse capacity gaps in local government service delivery at the village level especially in terms of design and implementation of key
Assess the capabilities of local government officials, elected representatives, and service providers in delivering municipal services.

- Identify skills gaps, training needs, and institutional constraints affecting service delivery.

- Provide recommendations for capacity development and reform to strengthen governance and service delivery.

3- Coordination & Technical Input for Project Implementation (20% of the time):

- Coordinate with other consultants, technical specialists, and project staff to integrate local government perspectives into project activities.

- Provide technical input to BCC teams on characteristics of enabling local government environments that improve the design, implementation, and sustainability of capacity-building reforms.

- Collaborate with project teams in assessing and implementing behaviour change initiatives related to local governance.

- Serve as a liaison between the project and local government institutions to ensure alignment with policies and operational procedures.

4- Training & Capacity Building Support (20% of the time):

- Provide input in designing training programs, manuals, tools, and other materials for various tiers of government and municipal staff.

- Ensure training content is aligned with the needs of municipal service delivery systems in villages.

- Coordinate with module developers and experts to incorporate technical guidance on local government and municipal systems into capacity-building materials.

- Support implementation and monitoring of training programs to strengthen institutional knowledge and skill sets.

5- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

- A university degree in Urban and Town Planning, Civil Engineering, Governance or a relevant discipline ideally from a foreign institution. 

B) Experience/ Technical Skills 

- 12 years of work experience in matters related to local governance reforms, organizational development of municipal services delivery operators, capacity building etc.

- Preferably, experience of working in similar projects/assignments, in similar capacity, with international donors, and in organizations with comparable conditions.

- Experience in donor-funded projects (World Bank, USAID, EU, ADB).

- Familiarity with rural governance systems and community-based service delivery.

- Experience in training design, capacity-building programs, and knowledge management within local government contexts.
