Job Summary:
1- Technical Design, Planning & Technical Advisory Support (30% of the time):
- Provide technical advice and support to the Team Leader, technical experts, and project staff in developing, leading, monitoring, and evaluating all WASH-related activities.
- Conduct WASH assessments, feasibility studies, and technical surveys in target tehsils/villages.
- Develop WASH engineering designs, BOQs, technical specifications, and compliance documentation.
- Define and update policies, guidelines, and protocols for WASH aspects of the BCC program, ensuring alignment with donor guidelines and government regulations.
- Provide technical advice to Tehsil Managers, Social Mobilisers, and field staff on WASH intervention design, feasibility, and implementation capacity.
- Conduct water quality assessments and advise on corrective actions.
- Support procurement teams with technical inputs on WASH materials, supplies, and equipment.
- Provide technical advice to Tehsil Managers, Social Mobilisers, and other field staff on potential involvement in new WASH interventions and internal WASH capacity for implementation.
- Maintain an oversight of WASH supplies ordered for the WASH projects, supporting the WASH and logistics staff in the coordination and quality control of WASH supplies.
- Ensure that all the field staff are adequately trained on WASH practices and create possibilities for capacity building, mentoring and coaching, for the project staff and beneficiaries.
- Liaise with Communication team in planning and developing communication, promotional, and awareness rasining material and literature in the area of WASH.
- Make regular field visits to the target tehsils/villages to assess and provide feedback and recommendations on the quality of WASH interventions.
2- Implementation, Supervision & Monitoring of WASH Interventions (25% of the time):
- Oversee implementation of water supply systems, sanitation facilities, solid waste systems, and hygiene promotion activities.
- Plan and conduct regular monitoring visits with field managers to ensure WASH interventions meet standards and timeframes.
- Ensure compliance with ESF safeguards, environmental standards, and technical specifications.
- Prepare monitoring checklists, site inspection reports, and technical feedback for field teams.
- Provide continuous guidance and technical troubleshooting during implementation.
- Assess the quality of WASH interventions during field visits and provide actionable recommendations.
3- Coordination, Networking & Stakeholder Engagement (20% of the time):
- Establish and maintain strong partnerships with relevant government agencies, civil society organizations, other consortium members and other stakeholders to leverage resources and maximize impact.
- Represent CARE and the project with key stakeholders, and at conferences, workshops, meetings, and other relevant industry gatherings.
- Lead team to provide effective coordination between and guidance to implementing partners, regional and district governments, project participants, and other key stakeholders.
- Lead WASH-related engagement with Village Councils and community-based groups.
- Represent the project in WASH coordination forums and government-led platforms.
- Advocate for best practices in BCC, WASH governance, and community participation.
- Provide technical inputs to municipal partners on local WASH planning and service delivery improvements.
- Supervise the administration of sub-recipient awards to ensure technical and financial compliance with donor and CARE standards.
4- Capacity Building, Training, and Knowledge Support (20% of the time):
- Ensure all field staff are adequately trained in WASH standards, practices, and safety protocols.
- Create opportunities for capacity building, mentoring, and coaching of project staff and community beneficiaries.
- Work closely with the Training & Capacity Building team to develop training manuals, job aids, and technical learning materials related to WASH.
- Liaise with the Communication Team to develop promotional, awareness-raising, and IEC materials on WASH and hygiene practices.
- Support recruitment processes by providing inputs on technical competencies required for WASH positions.
- Support learning events, documentation of best practices, and lessons learned in WASH.
5- Other responsibilities as assigned: (05% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
- A university degree in Environmental Engineering, Environmental Management, Civil Engineering, Hydrology, or a relevant discipline ideally from a foreign institution.
B) Experience/ Technical Skills
- 15 years of relevant work experience in design and implementation of WASH projects/practices among the rural and underprivileged communities.
- Preferably, experience of working in similar projects/assignments (related to WASH), in similar capacity, with international donors, and in organizations with comparable conditions.
