Job Summary:

The Social & Environmental Safeguards Specialist will ensure that all interventions under an anticipatory project comply with applicable environmental and social standards, organizational safeguarding policies, and Government of Pakistan regulations. The role provides technical leadership on environmental protection, social safeguards, climate resilience, and risk mitigation, and supports the Behavior Change Communication (BCC) components by ensuring safeguard considerations are fully integrated into planning, design, implementation, and monitoring processes.

The Specialist will work closely with local administrations, consultants, community stakeholders, and project teams to ensure programming is safe, inclusive, compliant, and environmentally and socially sustainable.

This position is being advertised for an anticipatory project, with the duty station to be based in either Islamabad or Lahore.

1- Social & Environmental Safeguards Strategy Development (30% of the time):

- Review existing social safeguards and environment related policies, plans, procedures and protocols in the targeted tehsils/villages and assist in the development of a comprehensive strategy related to social and environmental protection of projects to achieve the set targets.

- Contribute in the design and development of comprehensive community based communication tools and BCC campaign materials and activities, in consideration with social and environmental safeguards.

- Identify all the environmental, and health and safety hazards prevailing in the target tehsils/villages and form a comprehensive strategy to communicate to the masses how to prevent or mitigate the impacts of these hazardous materials.

- Manage, supervise and guide the consultants in developing environment friendly schemes in the target tehsils and villages.

- Guide, oversee and manage all the relevant resources in developing environment friendly BCC schemes and campaigns for effective and efficient implementation of environmental safeguards.

- Contribute in the design and development of BCC material to communicate concept of climate change and help villagers develop understanding of climate change and its impacts.

- Contribute in the preparation of material regarding plastic waste and sensitize people about its negative impacts including proper handling and disposal of waste of various types.

2- BCC Integration & Communication Support (25% of the time):

- Contribute to designing community-based communication tools and BCC materials with safeguards fully integrated.

- Support development of communication content on Environmental protection

- Social safeguards, Climate change awareness, Plastic waste management and safe disposal

- Guide development of environment-friendly BCC campaigns and outreach activities.

- Work with communication teams to ensure all messages align with safeguard standards.

3- Capacity Building & Technical Support (20% of the time):

- Provide technical advice to Tehsil Managers, Social Mobilisers and field staff on safeguards implementation.

- Guide staff and partners on integrating safeguards into planning, monitoring, and reporting.

- Work with the Training & Capacity Building Specialist to design training modules on environmental protection, Social safeguards, Climate change and Hazardous waste handling.

- Support recruitment processes by providing technical inputs on safeguard-related competencies.

4- Field Monitoring, Compliance & Reporting (20% of the time):

- Conduct regular field visits to assess safeguard implementation quality and provide corrective recommendations.

- Oversee compliance of project sites with environmental, social, and safety standards.

- Monitor development of environment-friendly schemes and ensure implementation quality.

- Review safeguard-related reports, documentation, and monitoring tools.

- Provide technical inputs to ensure safeguard compliance in all project deliverables, assessments, and evaluations.

5- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

A university degree in Sociology, Psychology, Anthropology, Environmental Sciences or a relevant discipline. 

B) Experience/ Technical Skills 

- 12 years of relevant work experience in matters related to social and environmental safeguards, community mobilization etc.

- Preferably, experience of working in similar projects/assignments (related to WASH), in similar capacity, with international donors, and in organizations with comparable conditions.

- Experience in WASH, rural development, municipal services, or community infrastructure projects.

- Prior work experience with INGOs, UN agencies, or multi-donor-funded programs.
