Job Description

Position Title: Deputy Director, Resource Mobilization & Partnerships
Department: Resource Mobilization & Partnerships
Reports to:  Secretary General
Location: PRCS National Headquarters, Islamabad


Position Objective

The Deputy Director for Resource Mobilization & Partnerships will be responsible for designing, implementing, and overseeing a comprehensive, proactive, and innovative resource mobilization proposal and strategic partnership strategy. The incumbent will secure significant, sustainable, funding from diverse sources (institutional donors, governments, corporations, foundations, major individual donors, and diaspora communities) to meet the financial requirements of PRCS’s strategic and operational plans. This role demands a strategic thinker, an influential relationship builder, and an effective manager who can lead a high-performing team and work collaboratively across departments to advance the Society’s humanitarian agenda.

Key Duties and Responsibilities

  • Conduct in-depth donor landscaping and market analyses to identify emerging trends, funding priorities, and new opportunities in the national, international and development sectors.
  • Lead the diversification of PRCS’s funding portfolio to mitigate risk and ensure financial sustainability, moving beyond traditional grants to explore innovative financing mechanisms (e.g., social impact bonds, corporate partnerships, digital fundraising).
  • Integrate ethical fundraising practices and strict adherence to the Red Cross Red Crescent Fundamental Principles, Code of Conduct, and relevant legal frameworks into all strategies and activities.
  • Proactively identify, establish, nurture, and manage strategic, long-term partnerships with key stakeholders, including:Involve in high-level meetings, donor conferences, and networking events to enhance the Society’s profile, credibility, and resource prospects.
    • Institutional Donors: UN Agencies (UNHCR, UNICEF, WFP, WHO), ECHO, USAID/BHA, FCDO, EU Delegation, and other bilateral/multilateral entities.
    • Corporate Sector: National and multinational corporations for CSR partnerships, cause-related marketing, employee giving, and in-kind support.
    • Foundations: International and local philanthropic foundations.
    • Government: Relevant federal and provincial ministries.
    • Movement Partners: IFRC, ICRC, Partner National Societies (PNS).
  • Oversee ,drafting, and finalization of donor partnership agreements, Memoranda of Understanding (MoUs), and contracts, ensuring clarity, mutual benefit, and compliance.
  • Lead the end-to-end process of developing compelling, high-value, and technically sound funding proposals, concept notes, and budgets for major institutional donors, ensuring alignment with both donor priorities and PRCS programmatic needs.
  • Establish and maintain a robust, systematic donor stewardship program for top-tier donors, ensuring regular, professional communication, recognition, and reporting to maximize retention and lifetime value.
  • Coordinate and lead donor visits to project sites, ensuring impactful experiences that demonstrate PRCS’s effectiveness and humanitarian impact.
  • Provide direct supervision, mentorship, coaching, and performance management to the Resource Mobilization & Partnerships team, fostering a culture of excellence, accountability, and continuous learning.
  • Build the resource mobilization capacity of staff at National Headquarters through training, tool development, and shared best practices.
  • Develop and manage the department’s annual budget, monitoring expenditures and ensuring cost-effectiveness.
  • Establish and monitor a comprehensive set of Key Performance Indicators (KPIs) to track progress against fundraising targets, partnership goals, and strategy implementation.
  • Ensure the development and submission of high-quality, timely narrative and financial reports to all donors, in accordance with their specific requirements.
  • Oversee the maintenance of a sophisticated donor relationship management.
  • Prepare regular analytical reports and presentations on funding trends, pipeline status, and achievements for the Senior Management Team and Governing Board.
  • Any tasks as assigned by the Senior  Management.

Qualifications, Experience, and Competencies

Education:

  • A Master’s degree in International Relations, Business Administration (MBA), Marketing, Development Studies, Economics, or a related field is required. A professional certification in Fundraising or Project Management will be an additional advantage.

Experience:

  • A minimum of 7–8 years of progressively responsible professional experience, with at least 3 years in a senior resource mobilization, partnerships, or business development role within a large humanitarian or international development organization.
  • Proven and verifiable track record of successfully securing and managing large-scale, multi-year grants.
  • Experience in building and managing strategic partnerships with diverse stakeholders, including at the executive level.
  • Demonstrated experience in leading, managing, and developing teams.
  • Prior experience within the International Red Cross and Red Crescent Movement is a distinct advantage.

Skills and Knowledge:

  • Expert-Level Proposal Development: Exceptional ability to craft winning, complex proposals and reports.
  • Strategic Acumen: Strong analytical skills and the ability to develop and execute long-term strategies.
  • Financial Literacy: Ability to develop, analyze, and manage large proposal and department budgets.
  • Communication & Influence: Outstanding verbal and written communication, negotiation, and presentation skills in English. Proficiency in Urdu is essential; other local languages are an asset.
  • Networking: A natural connector with a proven ability to build trust and rapport with high-level stakeholders.
  • Digital Awareness: Understanding of digital fundraising trends and tools.
