About the Position

The Programme Manager will be responsible for the overall coordination, implementation, monitoring, and reporting of the Inclusive Eye Health Project. The position will ensure timely and quality implementation of project activities, achievement of project targets, compliance with donor requirements, effective stakeholder engagement, and efficient utilization of project resources.


The Project Manager will serve as the primary focal person for project management and coordination with CBM, government departments, health facilities, schools, community structures and other relevant stakeholders.

Duties and Responsibilities

1. Programme Planning & Strategic Alignment

  • Lead the planning, development and implementation of programmes in line with COAVS's approved vision, strategic priorities, and operational plans, working closely with the Principal / Director General, COAVS.

  • Translate CBM's programme objectives into actionable work plans, timelines, and resource allocations, ensuring alignment with the overall project scope and donor agreements.

2. Project Management & Oversight

  • Provide end-to-end management and oversight of project and field programme, ensuring activities are implemented efficiently, effectively and within approved scope, timelines, and budgets.

  • Track project deliverables against work plans and log frames, ensuring milestones are met and deviations are promptly addressed.

3. Monitoring, Evaluation & Learning (MEL)

  • Lead monitoring, evaluation, and learning activities through field visits, virtual reviews, data analysis and performance assessments to ensure quality programme implementation.

  • Analyze programme performance data, identify operational risks, bottlenecks, and challenges, and recommend corrective actions to drive continuous improvement.

4. Risk Management

  • Proactively identify programmatic, financial, and operational risks; develop mitigation strategies; and escalate critical issues to the Principal / Director General, COAVS and CBM as required.

  • Make timely, sound decisions under pressure and manage competing priorities in a dynamic programme environment.

5. Reporting & Documentation

  • Ensure the timely preparation and submission of high-quality quarterly, annual, and other required narrative and financial-linked reports for CBM-supported projects across Punjab and Pakistan.

  • Maintain accurate project documentation, records, and data in accordance with COAVS and CBM reporting standards.

6. Stakeholder Coordination & Communication

  • Coordinate and facilitate review, planning, and stakeholder meetings to monitor progress, resolve implementation challenges, and ensure achievement of project targets.

  • Maintain effective, professional relationships with government counterparts, development partners, project teams, and other key stakeholders.

7. Team Leadership & Capacity Building

  • Demonstrate strong leadership in managing, mentoring, and motivating multidisciplinary project teams, fostering collaboration, accountability, and high performance.

  • Serve as Master Trainer for Peek-related trainings and other capacity-building initiatives in Punjab and other districts, as assigned by the competent authority.

8. Compliance & Governance

  • Ensure full compliance with institutional policies, donor regulations, financial procedures and applicable operational guidelines throughout the project lifecycle.

  • Safeguard the confidentiality of all project-related information, records, and documents; ensure no hard or soft copy of project material is shared, reproduced, or disseminated without prior authorization from the Principal / Director General, COAVS.

9. Accountability & Performance

  • Be accountable for project performance, deliverables, reporting requirements and achievement of agreed targets in line with COAVS and CBM expectations.

  • Undertake other responsibilities or assignments delegated by the Principal / Director General, COAVS, in support of institutional objectives and programme requirements.

10. Required Qualifications

  • Master's degree in Public Health, Development Studies, Social Sciences, Management Sciences, Health Sciences, International Development, or a related field.

  • Candidates possessing a Master's degree in any other discipline may also be considered provided they have at least seven (7) years of relevant professional experience.

11. Experience Requirements

  • Minimum five (5) years of progressively responsible experience in managing donor-funded health, development, or humanitarian projects.

  • Candidates with a Master's degree in a non-relevant discipline must possess at least seven (7) years of relevant programme management experience.

  • Demonstrated experience in project planning, implementation, monitoring, reporting, and stakeholder engagement.

  • Experience working with NGOs, INGOs, government programmes, or development partners.

  • Experience managing project budgets, donor compliance, and reporting requirements.

  • Experience supervising multidisciplinary teams and coordinating field operations.

12. Preferred Experience

  • Experience in Inclusive Eye Health programmes.

  • Experience in public health, disability inclusion, community-based development, or health systems strengthening.

  • Experience with digital health solutions, data management systems, or PEEK screening platforms.

  • Familiarity with CBM, international donor requirements, and results-based management approaches.
