Shifa Foundation is a non-profit, non-governmental organization currently implementing projects in various districts of Punjab. Shifa Foundation invites sealed tenders from registered and eligible suppliers, vendors, rent-a-car companies, and service providers for the provision of vehicles on a monthly rental basis for the UNICEF Punjab Project.

Vehicle Requirements

Important: For the 11 hatchback positions, vendors may quote either Suzuki Cultus or Suzuki Wagon R against each location. One vehicle will be required at each of the 11 specified base stations.

Special Conditions

• All vehicles shall be provided with competent drivers.
• Fuel for hatchback vehicles shall be provided by Shifa Foundation.
• The sedan vehicle shall be provided with fuel as part of the quoted rental arrangement.
• All vehicles shall be strictly prohibited from being used by the company's drivers on weekends or after office hours for personal use or for any other rental purpose.
• Shifa Foundation reserves the right to hire vehicles on an as-needed basis and may modify the quantity and duration of vehicle requirements.
• Shifa Foundation may extend the contract in the event of a project extension, subject to the same rates, terms, and conditions.
• Vendors must quote separate monthly rates for each vehicle type against each location/district, inclusive of all applicable taxes.

Terms & Conditions

1. Tender documents can be collected from the Shifa Foundation Office, Plot #210, Street No. 7, I-9/2, Islamabad, from 9:00 AM to 5:00 PM, Monday to Saturday, starting from 13 August 2026. The tender pack can also be downloaded from Brightspyre.
2. Sealed tenders must reach the Shifa Foundation Office, Plot #210, Street No. 7, I-9/2, Islamabad, by 26 August 2026 at 5:00 PM.
3. The sealed envelope must be clearly marked “TENDER FOR VEHICLE – UNICEF PUNJAB PROJECT.”
4. Tenders will be opened after the submission deadline in the presence of the Special Procurement Committee.
5. Bids received without clearly mentioning applicable taxes shall be rejected.
6. Shifa Foundation reserves the right to amend, cancel, reject, or accept any or all offers without assigning any reason.
7. Suppliers must not engage in corrupt, fraudulent, collusive, coercive, or other unethical practices, including bidding under multiple names or companies. Any bidder found involved in such practices may be rejected and may be permanently blacklisted.
8. Lowest price shall not be the sole criterion for selection.
9. The last date for submission of sealed bids is 26 August 2026 at 5:00 PM.
10. Vendors/service providers are required to submit separate rates for each type of vehicle against each location/district.
11. Bidders must not have been declared ineligible by Shifa Foundation due to unsatisfactory services, corrupt, fraudulent, collusive, or coercive practices.
12. If parking is unavailable at the office premises, a daily parking allowance of up to 10 km both ways may be provided, or a higher allowance may be approved at the discretion of Shifa Foundation.
13. Standard fuel efficiency shall be mutually agreed upon based on terrain, vehicle type, and vehicle specifications.
14. If improper vehicle use results in additional costs, including excessive fuel consumption or misuse, Shifa Foundation reserves the right to deduct the corresponding amount from the vendor's monthly or daily invoice.
15. Each bid shall comprise a Financial Proposal in Pakistani Rupees, Technical Proposal, and Company/Business Profile.
16. Copies of all required supporting documents must be attached with the proposal. Absence of required documentary evidence may result in disqualification during technical evaluation.
